That distinction matters before you spend time on Czechia. The country is frequently listed alongside European golden visa programmes, and it does not belong there. There is no qualifying property purchase, no government bond, no donation and no fund subscription. The Ministry asks for capital deployed into a business plan and for twenty jobs that genuinely exist and are maintained. Up to 60 per cent of the qualifying funds may be replaced with other tangible or intangible assets, including technology and know-how, which matters to industrial investors bringing equipment or licensed processes rather than cash.
It gives you residence, not citizenship, and residence of a time-limited kind. The permit is issued for a maximum of two years and renewed in further periods of up to two years while the conditions are met. It is a long-term residence permit, not permanent residence, and it is tied to the purpose for which it was granted. If the investment unwinds or the jobs disappear, the basis for the permit goes with them.
What it does carry is a Czech biometric residence card in an EU member state inside the Schengen Area since 2007, with the short-stay mobility such a card confers, and a place in the standard European sequence towards permanent residence and, in time, naturalisation. It does not shorten that sequence. There is no investor fast track in Czech law.
Two long-term residence permits are relevant. It is open to third-country entrepreneurs and to executives of the company carrying out the plan.
The second is the long-term residence permit for the purpose of doing business, held through a Czech trade licence or as a partner or statutory body of a Czech company. It carries no published minimum capital, which is why it is often presented as the accessible Czech route. The caveat is decisive and rarely mentioned: the Ministry states that it is available to a holder of a long-term visa for the purpose of doing business, or to holders of certain other long-term permits already resident in Czechia for more than five years. It is a transition for people already lawfully in the country, not a front door. Applicants must also prove funds for their residence, and no fixed sum is published, so we do not quote one. .
Government charges are modest, because the barrier is the investment itself rather than the fee schedule. The administrative fee for the investment permit is CZK 5,000 when the application is filed at a Czech embassy, the normal course for a first application from abroad, and CZK 2,500 when it is filed at a Ministry of the Interior office in Czechia. Family members applying for family reunification pay CZK 2,500 each, or CZK 1,000 for minors under fifteen where the application is filed inside Czechia. None of those figures rise with the investment or the family.

Family is not automatic. Your spouse and children are not bundled into your permit. They apply separately for the long-term residence permit for the purpose of family reunification, and for a spouse or child the Ministry requires the sponsor to have held a valid long-term or permanent residence permit and resided in Czechia for 15 months or more, with both spouses aged twenty or over. Plan for the family to follow rather than arrive together, and note that applications made from abroad may take up to 270 days.
The jobs are the real test. Twenty positions for EU citizens or their family members, maintained for at least two years, is an operating commitment. A business plan that cannot carry that payroll will not survive renewal.
Presence matters later, not at first. No annual day count is published for the permit itself, but continuity of residence is what builds permanent residence and eventually citizenship. A permit held at arm's length preserves the investment, not the longer path.
The Ministry decides the investment permit within 30 days, extended to 60 days in especially complicated cases, and 60 days for extensions and for the doing-business permit. Those statutory limits pause where proceedings are suspended or further documents are requested. Czech decision-making is fast by the standards of this industry. The work sits upstream, in structuring the investment and evidencing its source.
Permanent residence becomes available after at least five years of continuous temporary residence, supported by a pass in the prescribed Czech examination and the same CZK 2,500 fee. Decisions take 60 days for applications filed in Czechia and 180 days from abroad. .
Czech citizenship is conferred on a permanent resident who has held permanent residence for at least five years, or who is a permanent resident and has been lawfully resident in the Czech Republic for at least ten years continuously. Applicants must pass examinations in the Czech language and in the constitutional system, culture, society, geography and history of the country, with exemptions for those under fifteen or over sixty-five and for documented disabilities. The fee is CZK 2,000 for each adult applicant. In practice this is a decade-long commitment to living in Czechia.
Czech tax residence arises from a permanent home in Czechia or physical presence of 183 days or more in a calendar year. Personal income tax is charged at two rates, the higher applying above a threshold linked to the average wage, and corporate income tax is a single flat rate. There is no net wealth tax, and transfers between close relatives are generally exempt from inheritance and gift tax.
