The Cayman Islands admit wealthy newcomers through two certificates for Persons of Independent Means: a 25-year Residency Certificate (form R41) that requires CI$1,000,000 in local investments, and a Certificate of Permanent Residence (form R42) that requires CI$2,000,000 invested in developed real estate. Both are residence, not citizenship, and neither comes with a passport.

Both certificates are administered by Workforce Opportunities and Residency Cayman (WORC), under the Ministry of Caymanian Employment and Immigration, and decided by the Director of WORC. The Cayman Islands are a British Overseas Territory with English common law, a mature financial-services sector and, as the Government states, no direct taxes. Every figure the Government publishes for these routes is set in Cayman Islands dollars (CI$), and that is how we quote them here.

Two certificates, two very different outcomes

R41 and R42 are not a smaller and a larger version of the same thing. They lead to different places.

  • The 25-year Residency Certificate (R41) is a long-term, renewable right to live in the Cayman Islands. WORC's checklist requires proof of local investments of CI$1 million, with the application form asking separately for the investment in developed real estate and for any other investments in the Islands. It does not carry a right to work and it does not lead to permanent residence or status.
  • The Certificate of Permanent Residence (R42) requires proof of ownership and investment of CI$2 million in developed real estate, evidenced by the land transfer and land register. It is permanent, and it is the Cayman route that can, over a long horizon, open the way to naturalisation and eventually Caymanian status.

For a family that simply wants a secure, long-term base in a tax-neutral jurisdiction, R41 often does the job at half the capital. For a family that sees the Islands as a permanent home, and possibly a future nationality, R42 is the only one of the two that points in that direction.

What "developed real estate" means in practice

Both routes are built around property, and WORC's wording is precise: the qualifying investment is in developed real estate. Raw or undeveloped land does not meet the test. The investment is evidenced through certified copies of Land Registry and Land Transfer certificates, and where the property is held through a company or trust, WORC asks for evidence of beneficial ownership. You own the asset and may live in it.

Budget separately for the cost of acquiring it. The Government charges stamp duty of 7.5 per cent in most areas on the value of real estate at sale, and that sits on top of the qualifying investment rather than counting towards it.

The requirement that surprises most applicants: proving independent means

The investment alone is not enough. The R41 checklist also requires proof of annual income of CI$120,000, or that the applicant maintains CI$400,000 in a local bank. This is a self-sufficiency test layered on top of the CI$1 million investment, and it is where applications with an otherwise strong property position most often need further work. R42 applicants must likewise provide proof of annual income, bank reference letters and financial statements, because the whole premise of both certificates is that the holder lives on their own resources without taking Caymanian employment.

WORC's checklists ask for a police clearance certificate less than six months old from the last place of residence (for the applicant and for dependants aged 18 and over), a medical declaration, three written references from people unrelated to the applicant or spouse who have known the applicant for at least three years, notarised English translations of any foreign-language documents, and evidence of health insurance accepted in the Cayman Islands under the Health Insurance Act. Source of funds is examined with the rigour you would expect of the jurisdiction.

Government fees changed on 1 May 2026

The investment thresholds were left untouched by the immigration reforms that took effect on 1 May 2026. WORC's own guidance is explicit that the financial requirements for Persons of Independent Means have not changed and will be dealt with in a future amendment to the legislation. The fees, however, did change. The Caymanian Protection (Fees) Regulations, 2026 raised the issue fees payable on approval and replaced the old one-off dependant fee with a charge on issue plus a recurring annual charge for each dependant, and they introduced an annual declaration.

WORC's older application checklists still print the pre-reform amounts. Treat any fee figure from a source dated before May 2026 as out of date.

Family scope

A spouse or civil partner and dependent children may be included, each named on the application with their own photographs, birth or marriage certificates, medical declarations and health insurance. The investment threshold is set per principal applicant and does not rise with the size of the family. What does rise with family size is the fee bill: under the 2026 regime every dependant carries a fee on issue and a further fee every year the certificate is held, so a larger family should plan for a recurring cost, not a one-off one.

Keeping the certificate: annual obligations

Since the 2026 reforms, certificate holders file an annual declaration. The Ministry is clear that failure to submit a required annual declaration is an offence and a ground for revocation. Physical presence obligations are light compared with most residence programmes, which is part of the appeal for globally mobile families, but they are not zero, and anyone who hopes to move from R42 towards status should plan real residence years in advance rather than rely on the minimum.

From residence to status: a long road, and only from R42

R41 holders do not progress to permanent residence or citizenship through that certificate. R42 holders can, in time, apply to naturalise as a British Overseas Territories citizen and then pursue Caymanian status. The timelines for new applicants are long, and they were reshaped by the 2026 reforms. For the grant of Caymanian status by residence, the Ministry's reform guidance refers to being legally and ordinarily resident for at least 20 years. We confirm the exact naturalisation timetable for each client against current law and with immigration counsel, because it depends on when and how the certificate was obtained.

A Cayman certificate does not in itself confer any passport or visa-free travel. Anyone whose primary goal is a second passport within a few years should look at our citizenship by investment programmes instead.

Tax: what "no direct taxes" does and does not mean

The Cayman Islands Government states plainly that there are no direct taxes: no income tax, no corporation tax, no capital gains tax, no inheritance or gift tax, and no property taxes or rates. Revenue is raised through import duties, stamp duty and fees. What a Cayman certificate does not do is end your tax residence elsewhere. Whether you cease to be taxable in your current country depends on that country's rules on residence, domicile and exit, and that analysis should be done before the move, not after.
