That second condition is the fact most summaries leave out, and it changes everything about how the programme should be read: this is a reward for an established life and business in Seychelles, not a way to acquire one.
The Seychelles Permanent Residence Permit is a residence status issued by the Department of Immigration and Civil Status (ICS), through its Permanent Residence and Citizenship Section at Independence House in Victoria, Mahé. The investor route is described and promoted by the Seychelles Investment Board, the statutory agency that facilitates foreign investment. It confers residence, not citizenship. It does not give you a Seychellois passport, it does not change the passport you travel on, and there is no citizenship by investment programme in Seychelles.
What the permit does give you is clearly defined by ICS. A permanent resident may work without a Gainful Occupation Permit, is exempt from any other permit to live or work, and may buy land and residential property with government approval while paying a sanction fee reduced to 50 per cent of the normal amount. For someone who has spent years renewing work permits and paying for them, those are practical, recurring advantages.

In practice you first establish yourself on a work or dependant permit, build or acquire a business, keep it running for five years, and only then convert that record into permanent status. Anyone presented with this programme as a fast golden visa has been given an incomplete picture.

The Seychelles Investment Board also publishes two government fees, both in Seychelles rupees: a modest non-refundable processing fee paid when you submit, and a substantially larger fee payable only if the application is approved. The process remains largely in person. You collect the application form from ICS at Independence House, Victoria, and submit it with a police character certificate no more than six months old, a copy of your passport bio-data page, a passport-size photograph and documentary evidence of the investment, together with the processing fee. Expect the file to be examined closely for source of funds and the genuine operation of the business. ICS does not publish an official processing time, so any timeline you are quoted is an estimate.
Permanent residence in Seychelles carries no published minimum number of days per year. The condition ICS sets is continuity: the period of absence must not exceed one year without the consent of the Minister. Status also depends on conduct, since a prison sentence of more than one year is disqualifying. You may see a figure of a few days per year repeated online; it does not appear in the official documentation and should not be relied on.
Seychelles taxes Seychelles-sourced income, and the Seychelles Revenue Commission notes that the country historically operated a territorial tax regime and has run a self-assessment system since 2010.
