Overview
The Golden Residency for retirees, Bahrain's retirement visa, grants a 10-year residence licence, renewable for equal periods, to retired foreigners with a pension of at least BHD 4,000 a month, or BHD 2,000 after 15 years of work in Bahrain. It is proof of income, not an investment, and it sets no minimum stay.
Bahrain grants its 10-year Golden Residency licence, renewable for equal periods, to retired foreigners with a pension of at least BHD 4,000 a month, or BHD 2,000 a month on average for those who worked in Bahrain for at least 15 years (Decision of the Minister of Interior No. 20 of 2022, art. 1). No investment is required for this category, the 90-days-a-year presence rule was deleted in November 2025, and Bahrain has no personal income tax.
Bahrain's Golden Residency for retirees is residence by financial means: you prove a retirement pension of the required size, and nothing is invested, deposited or spent to qualify. Mirabello Consultancy read the governing decisions and government service pages on 11 October 2026, and the requirements below come from those texts.
Bahrain's Golden Residency for retirees is the retiree category of the Golden Residency licence, set by the Decision of the Minister of Interior No. (20) of 2022 on granting the Golden Residency entry visa and residence licence, Article 1 items 2 and 5 (Official Gazette no. 3585, 10 February 2022; read 11 October 2026), as amended by Decision No. (150) of 2025 (Official Gazette no. 3847, 27 November 2025; read 11 October 2026). The Nationality, Passports and Residence Affairs (NPRA), Ministry of Interior, issues the licence, and the service is listed in the bahrain.bh government service directory (read 11 October 2026).
The licence runs for 10 years, renewable for equal periods. The Golden Residency has other categories, but the retiree category needs no investment, no property and no deposit. It gives residence, not nationality or a passport; see residency versus citizenship.
A retired foreigner qualifies with a retirement pension of at least BHD 4,000 a month, or an average of BHD 2,000 a month after at least 15 years of work in Bahrain. The conditions in Decision 20 of 2022:
Issue is discretionary (Article 3), and whether the pension must be paid for life is not specified. The route does not fit retirees who live mainly on investment income, retirees below BHD 4,000 a month without 15 years of work in Bahrain, or anyone who needs permanent status or citizenship. If you are unsure whether your pension counts, ask us to check it.
Yes. Bahrain's Golden Residency for retirees is rated Golden in the Mirabello Golden Retirement Index, with a score of 80 out of 100 and confidence grade B, scored on 11 October 2026 under methodology 1.1. Under Mirabello's standard, a golden retirement visa is a residence permit, not citizenship, and needs no investment. Golden means a score of at least 70 out of 100, grade A or B, and no fail on tax of foreign income, physical presence or renewal; locked capital above US$50,000 caps a route at partial. The route earns full marks on presence and processing and close to full marks on tax: no minimum stay, a published service time of 5 working days and no personal income tax. It loses most points on the path to permanent status and citizenship, and some on its pension-only financial test. Its renewal category is every 10 years, no permanent status. Read the score next to the BHD 4,000 floor. Routes are scored from official sources.
No. Bahrain's Golden Residency for retirees has had no minimum stay since 27 November 2025. As first issued, Decision 20 of 2022 cancelled the licence if residence in Bahrain was not established for 90 days within a year (Article 8 item 1); Article 2 of Decision 150 of 2025 (Official Gazette no. 3847) deleted that ground. Article 6 lets the holder leave and return throughout the validity, and no cap on continuous absence is stated.
Two caveats. The Under-Secretary for Nationality, Passports and Residence may issue further conditions (Article 2 item 4 and Article 12), so before each filing we check that no presence rule has returned. And the National Bureau for Revenue issues a Certificate of Residence for tax purposes (read 11 October 2026) only on 183 days or more of physical presence in the year, so the licence alone does not evidence Bahraini tax residence. To compare routes with light presence rules, see our guide to residency without relocating.
No. Bahrain has no personal income tax, so a foreign pension is not taxed there. In its submission to the OECD Common Reporting Standard portal (read 11 October 2026), Bahrain states that there is no general taxation on the personal income of individuals and no withholding, estate or gift taxes. The National Bureau for Revenue's law list covers only VAT, excise tax and the Domestic Minimum Top-up Tax, which applies at entity level to large multinational groups.
| Income or tax | Treatment in Bahrain |
|---|---|
| Foreign pension | Not taxed: no personal income tax. |
| Foreign dividends and interest | Not taxed: no personal income tax and no withholding taxes. |
| Foreign capital gains | Not stated in the official texts we read; none appears in the National Bureau for Revenue's law list. Not yet officially confirmed. |
| Wealth and inheritance tax | No estate or gift taxes. Wealth tax is not stated in the official texts we read; not yet officially confirmed. |
| Legal basis | No personal income tax law: Bahrain's OECD Common Reporting Standard submission and the National Bureau for Revenue's law list. |
Tax follows tax residence, not the permit: the treatment applies once you are tax-resident in Bahrain, and proving that abroad needs the 183-day certificate above. Source-country taxation of your pension may still apply under the paying country's rules and any tax treaty with Bahrain. Bahrain exchanges financial account information under the Common Reporting Standard and, as of June 2026, appears on the OECD's list of jurisdictions whose residence or citizenship by investment schemes are considered potentially high-risk for tax reporting. That listing is a transparency measure, not a verdict on the programme, but banks may ask where you are genuinely tax resident. This is general information, not tax advice. See our guide to countries that don't tax foreign pensions.
The official service time for non-resident retirees is 5 working days, and government fees are a BHD 5 non-refundable application fee plus a BHD 300 issuance fee per person (Article 7 of Decision 20 of 2022 sets BHD 300 per licence, dependants included). Real-world times are not published, so we confirm the timeline for your case.
The texts we read set out no complete document list, so we confirm it for your case. The holder receives a Bahraini National ID Card, which the portal describes as the access card for healthcare, banking and government services.
Yes, your family can join you. Under Article 4 of Decision 20 of 2022, a spouse, children and parents may receive dependant licences, with no age limit for children or parents according to the portal FAQ. Each pays the same fees as the principal, no extra pension is set per dependant, and dependant licences carry no work rights.
The holder may not work without the necessary permits from the competent authorities (Article 5); the portal FAQ says a Labour Market Regulatory Authority (LMRA) work permit is required. Health insurance is mandatory throughout, and the terms on which holders use the public health system are not specified.
No, not directly. Bahrain's Golden Residency is a 10-year licence, renewable for equal periods (Article 1). The portal markets it as permanent residency, but the legal instrument is a renewable licence, so plan for a renewal every ten years. The Decision lists no separate renewal conditions; we confirm them before each renewal.
The licence is not a route to citizenship. Naturalisation is discretionary under the Bahraini Nationality Law of 1963 (Articles 6 and 9), and the current residence period and conditions are not yet officially confirmed, so we do not quote a number.
Some guides repeat four points that the official texts do not support:
Bahrain's Golden Residency for retirees suits a retiree with a substantial pension who wants a long licence, no presence rule and a Gulf base without committing capital. The UAE retirement visa accepts income, property or a deposit and sets an age or work-history test, but runs for a shorter term and is void after a long continuous absence; our Oman retirement visa guide covers another neighbour. With a smaller pension, the Panama Pensionado visa sets a much lower test and is permanent from the grant. For permanent status, the Mauritius retirement residence permit can lead to permanent residence after 5 years, within its 10-year term, and in Asia the Thailand LTR Wealthy Pensioner visa is another Golden route. Our retirement and passive-income residency guide sets the wider field side by side.

A retired foreigner needs a retirement pension of at least BHD 4,000 a month, or an average of BHD 2,000 a month over the last 5 years of residence after at least 15 years of work in Bahrain (Decision of the Minister of Interior No. (20) of 2022, Article 1). You also need good conduct, with no conviction for a felony or misdemeanour involving honour or honesty, and health insurance valid in Bahrain for the whole licence. No investment is required.
Non-resident retirees need a pension of at least BHD 4,000 a month or its equivalent; the government portal quotes US$10,624. Retirees who worked in Bahrain for at least 15 years need an average of BHD 2,000 a month over their last 5 years of residence. Only a retirement pension is listed as qualifying income, and no extra amount is set per dependant.
Yes. The non-resident retiree category (Article 1 item 2 of Decision 20 of 2022) asks for a government or private sector pension of at least BHD 4,000 a month, earned through work in Bahrain or abroad, so no Bahraini work history is needed. The portal FAQ states that applicants may apply from outside Bahrain. Issue is discretionary, so meeting the conditions does not guarantee approval.
No. Since 27 November 2025 there is no minimum stay: Decision 150 of 2025 deleted the old rule that cancelled the licence without 90 days of residence a year, and Article 6 lets you leave and return throughout its validity. A Bahraini Certificate of Residence for tax purposes still needs 183 days of physical presence in the year.
No. Bahrain has no personal income tax, so a foreign pension is not taxed there, and Bahrain reports no withholding, estate or gift taxes. Tax follows tax residence, not the permit, and the country that pays your pension may still tax it under its own rules and any treaty. Capital gains and wealth tax are not stated in the official texts we read. This is general information, not tax advice.
Yes. The Golden Residency for retirees is rated Golden, 80 out of 100, grade B, in the Mirabello Golden Retirement Index (scored 11 October 2026, methodology 1.1). It needs no investment, sets no minimum stay and sits in a country with no personal income tax. Its renewal category is every 10 years, no permanent status, and its pension floor of BHD 4,000 a month is high.
No minimum age is stated in Decision 20 of 2022 or on the government service pages. What matters is that you receive a retirement pension of at least BHD 4,000 a month, or an average of BHD 2,000 a month with at least 15 years of work in Bahrain. Dividends, interest and rent are not listed as qualifying income.
Yes. Under Article 4, a spouse, children and parents may receive dependant licences, and the portal FAQ states no age limit for children or parents. Each pays the BHD 5 application fee and the BHD 300 issuance fee, and no extra pension is required per dependant. Dependant licences carry no work rights, and the holder also needs a work permit to take a job.
Neither, strictly. It is a 10-year licence, renewable for equal periods, even though the portal markets it as permanent residency. It is not a route to citizenship: naturalisation is discretionary under the Bahraini Nationality Law of 1963, and the current residence period and other conditions are not yet officially confirmed in our reading, so we do not quote a number.
The official service time is 5 working days, and the government fees are a BHD 5 non-refundable application fee plus a BHD 300 issuance fee per person. Real-world times are not published, so we confirm the timeline for your case. Ask Mira, by Mirabello for a first view, or book a free consultation.
Estate planning
A residence permit in Bahrain does not change your nationality and adds no law you can elect under EU Regulation 650/2012 (Article 22). If you come to live in Bahrain, the law of Bahrain may govern your estate by default under Article 21, unless you elect the law of a nationality you already hold. The permit changes no tax position.
The law of Bahrain has forced heirship: part of the estate is reserved for close family and cannot be left freely by will.
