Overview

What is the Turks and Caicos Residence Permit, Independent Means programme?

The Residence Permit for persons of independent means, the Turks and Caicos retirement permit, grants renewable residence to people with a home in the Islands, owned, rented or available, who will not work and can maintain themselves and their dependants. It is proof of means, not an investment: no fixed figure applies, and the annual permit fee is US$1,500.

The Turks and Caicos Residence Permit for persons of independent means is granted to a foreigner who owns, rents or has available a home in the Islands, will not engage in any gainful occupation and can maintain self and dependants (Immigration Regulations reg 24(3), Condition A). No investment or fixed income is required: the financial test is a statement judged at the Director's discretion. The official form describes the first permit as annual, at US$1,500, with an ordinary-residence condition that has no day count; the Islands levy no personal income tax, and a Permanent Residence Certificate needs ten years on the permit.

  • No investment: a rented home is enough, for people who will not work in the Islands
  • No income tax of any kind; annual permit on the official form, with permanent residence after ten years on it

This is residence by financial means. Nothing is invested or donated: you show that you can support yourself and your family without working in the Islands, and you keep a home there, owned, rented or available. If you are weighing Turks and Caicos residency for retirees, this is the permit that needs no investment and has no published income figure.

What is the Turks and Caicos Residence Permit for persons of independent means?

The Residence Permit is granted under the Immigration Ordinance, Cap. 5.01 (Ordinance 19 of 2015), sections 29 to 34, and the Immigration Regulations (L.N. 28/2016, as amended to L.N. 2/2020), regulations 24 to 31. Its independent means category (Condition A, regulation 24(3)) is for people who will live on their own means rather than work. The text we read is the Revised Edition as at 31 March 2021 held by the TCI Financial Services Commission (read 11 October 2026); later amendments were not found and not separately checked.

Applications go to Border Control, Government of the Turks and Caicos Islands (Ministry of Immigration and Border Services), on the official Residence Permit Application (read 11 October 2026), and the Border Control services page (read 11 October 2026) lists the Independent Means category as a current service. Permit holders receive a Resident Identification Card (reg 31).

Two related permits are different products: the Home Owner's Permit (regs 33 to 37) needs a home you own worth at least US$300,000, and the Permanent Residence Certificate investment routes require capital. The independent means permit needs neither. It gives residence, not nationality and not a passport; the Islands are a British Overseas Territory. For the difference, see residency versus citizenship.

Who qualifies, and how much income do you need?

No fixed income or savings figure applies. Under regulation 24(3) and the checks in regulation 25, you need:

  • A home in the Islands: a house, condominium or apartment that you own, rent or have available for your own use (reg 24(3)(a)). Renting is enough; no purchase is required.
  • No gainful occupation: neither you nor your dependants may intend to engage in any gainful occupation in the Islands, and you sign a letter of undertaking not to take gainful employment. Managing your own passive investments is not gainful occupation (Ordinance s. 2).
  • Means to maintain yourself and your dependants for the whole period of residence without gainful occupation (reg 24(3)(c)). You show this with a financial statement, which the Director judges at discretion. No minimum income, savings figure or list of accepted income types is published in the regulations or on the official form.
  • Good character and good health, with a local medical certificate issued within six months and an original police record (reg 25(4) and (5)).
  • Family: your spouse and dependants may be endorsed on your permit for its duration, without a right to work (reg 29(1)); child endorsement applies to children under 18.

No numeric minimum age is stated; the applicant must be an adult with full legal capacity.

The permit does not fit anyone who wants to work or run a business in the Islands, wants residence without living there, or needs permanent status quickly: permanent residence comes only after ten consecutive years on a Residence Permit.

Is the Turks and Caicos retirement permit a golden retirement visa?

Not fully: it is rated Partial, 61 out of 100, with confidence grade B, in the Mirabello Golden Retirement Index, scored on 11 October 2026 under methodology 1.1. Partial means the route meets most of the standard, with one gap. Here the gap is renewal: the permit is renewed every year, as the official form describes it, so its renewal category is "9 renewals, then permanent residence". Physical presence also scores below full marks, because the duty to ordinarily reside cannot be measured from the text. The strongest pillar is tax, with full marks, as the Islands levy no personal income tax; processing, at up to six weeks, also scores full marks. The standard is Mirabello's own: Golden means at least 70 out of 100, confidence grade A or B and no fail on tax of foreign income, physical presence or renewal, and every route is scored from official sources.

Do you have to live in the Turks and Caicos Islands?

Yes. Regulation 26(1)(b) attaches a condition that you ordinarily reside in the Islands. Section 2 of the Ordinance defines reside as being physically present, and over a period as being physically present during that period except for reasonable absences for holidays, business or medical attention. No day count or absence cap is stated and no published guidance was found, so the condition cannot be measured from the text. Plan to make the Islands your home, and keep a record of time spent away and why.

The Islands levy no income tax, so there is no separate tax-residence day test. If you want residence without relocating, this permit is not that route; our guide to residency without relocating covers routes with light or no presence rules.

Do the Turks and Caicos Islands tax a foreign pension?

No. The Islands levy no personal income tax and no tax on profits and gains from investments, so a foreign pension and foreign investment income are not taxed there. The source is the OECD Global Forum Phase 2 peer review of the Turks and Caicos Islands (2024, para 25; read 11 October 2026); there is no income tax code to cite. Revenue is consumption based: customs duty, stamp duty, accommodation tax and fees, with stamp duty on land transfers only if you buy property.

Legal basisNo income tax statute exists to cite; OECD Global Forum Phase 2 peer review (2024), para 25.

Tax follows tax residence, not the permit: your home country may still treat you as tax-resident under its own rules, whatever permit you hold. The country that pays your pension may also tax it under its own rules or an applicable double tax treaty. A non-official tourism page mentions tax-rate increases planned for 2026, without detail; no official statement was found. This is general information, not tax advice. See also our guide to countries that don't tax foreign pensions.

How long does it take, what does it cost, and what documents do you need?

Border Control's FAQ states that Residence Permit applications in the Investor, Home Owner and Independent Means categories can take up to six weeks; spousal applications that need interviews can take up to six months. We read that FAQ through an archived snapshot of 28 August 2026 (read 11 October 2026), because the live page returns a bot challenge.

The government fees are set in Schedule 7 and regulation 30:

  • Residence Permit: US$1,500, described on the official form as the annual permit fee, plus a non-refundable administrative fee of US$150.
  • Endorsement of a spouse or child: US$500 each, plus the US$150 administrative fee; child endorsement applies to children under 18.
  • Late renewal penalty: US$250 if you do not apply for renewal in time.

Beyond these fees come your home, rented or bought, your living expenses and professional fees; the regulations set no figure for the home or living costs.

The documents: a financial statement, evidence of good character and good health, a local medical certificate issued within six months, an original police record and a letter of undertaking not to take gainful employment, plus proof that the home condition is met, which we confirm with Border Control for your case.

Renewal, permanent residence and citizenship

The official application form describes the permit as annual. The regulations are wider: regulation 28(2) lets the Director grant a permit for one to three years and extend or renew it, but we have not confirmed that longer terms are granted in practice. You apply to renew 30 days before expiry (reg 30) and must keep meeting the conditions: the home, no gainful occupation and ordinary residence. A permit can be revoked under section 37 of the Ordinance.

A Permanent Residence Certificate can be requested after ten consecutive years of residence holding a Residence Permit (reg 13(2)(a)(iii)), with good character, good health, sound knowledge of English and of the Islands, and the intention to make the Islands your principal home. Schedule 7, in the revised edition we read, sets the certificate fee for this route at US$10,000. The permit does not lead to permanence sooner.

No citizenship path is stated for this route in the sources we read: whether time on a Residence Permit counts towards British Overseas Territories citizenship is not yet officially confirmed, and we check it against current law for your case.

What the market gets wrong

  • "Residence in Turks and Caicos means buying a property of US$300,000 or more." That threshold belongs to the Home Owner's Permit, and the Permanent Residence Certificate investment routes ask for capital too. The independent means permit needs only a home that you own, rent or have available (reg 24(3)(a)).
  • "There is no presence rule." The independent means permit carries a condition to ordinarily reside in the Islands, defined as physical presence save reasonable absences (reg 26(1)(b); Ordinance s. 2). The Home Owner's Permit is the one without a residence condition.
  • "Residence status is permanent from the grant." The independent means permit is annual on the official form, and permanent residence needs ten consecutive years on a Residence Permit.

The Turks and Caicos permit or another retirement route?

The independent means permit suits a retiree with well-documented means who wants to live in the Islands, will not work there and accepts an annual renewal on the way to permanent residence. Its trade-offs are the yearly renewal, a residence condition with no measurable day count, and no published income figure to plan against.

  • The Belize Qualified Retired Persons programme, the nearest Caribbean comparison, publishes a monthly income test, asks for a short stay each year and is also renewed annually; it is rated Partial.
  • Gibraltar Category 2 residence, in another British Overseas Territory, has no minimum stay but sets a net-worth test and a fixed minimum tax each year; it is rated Partial.
  • The Panama Pensionado visa is permanent from the day it is granted, on a lifetime pension; it is rated Golden.

  • Amendments after the 2021 revised edition, including current Schedule 7 fees and the Permanent Residence Certificate fee.
  • Whether time on a Residence Permit counts towards British Overseas Territories citizenship.
  • Access to public healthcare for permit holders who do not work, and whether health insurance is required.

Figures verified against official sources, provenance-tracked, information, not advice · Last updated 2026-10-11

Can I retire in the Turks and Caicos Islands?

Yes. The route that fits retirees is the Residence Permit for persons of independent means (Immigration Regulations reg 24(3)): you need a home in the Islands that you own, rent or have available, the means to maintain yourself and your dependants, and an undertaking not to work. It needs no investment, the official form describes it as annual, and you must ordinarily reside in the Islands.

How much income do you need for Turks and Caicos residency?

No fixed amount is published. The test is whether you can maintain yourself and your dependants without gainful occupation for the whole period of residence (reg 24(3)(c)), shown by a financial statement that the Director judges at discretion. No minimum income, savings figure or list of accepted income types appears in the regulations or on the official form, so we review your file before you apply.

Do you have to buy property to live in Turks and Caicos?

No. For the independent means permit, a home that you own, rent or have available for your own use is enough (reg 24(3)(a)). The figure of US$300,000 belongs to the Home Owner's Permit, a different property route, and the Permanent Residence Certificate investment routes ask for capital. If you do buy, stamp duty applies to the land transfer.

Is there income tax in the Turks and Caicos Islands?

No. The Islands levy no personal income tax and no tax on profits and gains from investments (OECD Global Forum Phase 2 peer review, 2024, para 25), so a foreign pension is not taxed there; revenue comes from customs duty, stamp duty, accommodation tax and fees. Tax follows tax residence, not the permit, and the country that pays your pension may still tax it. This is general information, not tax advice.

Is the Turks and Caicos retirement permit a golden retirement visa?

Not fully. It is rated Partial, 61 out of 100 (grade B) in the Mirabello Golden Retirement Index, scored on 11 October 2026 under methodology 1.1. The gap is renewal: the permit is renewed every year, with nine renewals before permanent residence. It scores full marks on tax and on processing. It is a residence permit, not citizenship, and needs no investment.

How often do you renew the Turks and Caicos Residence Permit?

Every year: the official application form describes the permit as annual. Regulation 28(2) lets the Director grant one to three years, but we have not confirmed that longer terms are granted in practice. You apply 30 days before expiry (reg 30), and a late renewal carries a US$250 penalty. After ten consecutive years on a Residence Permit you can request a Permanent Residence Certificate.

Do you have to live in the Turks and Caicos Islands to keep the permit?

Yes. Regulation 26(1)(b) requires you to ordinarily reside in the Islands, which the Ordinance defines as physical presence except for reasonable absences for holidays, business or medical attention. No day count or absence cap is stated and no published guidance was found, so we plan your time away case by case. The Home Owner's Permit is the one without a residence condition.

How long does the application take, and what does it cost?

Border Control's FAQ says Independent Means applications can take up to six weeks. The government fees are US$1,500 for the permit plus a non-refundable US$150 administrative fee, and US$500 plus the US$150 fee for each spouse or child endorsed. Your home, rented or bought, and your living costs are separate and are not set by the regulations.

Can my spouse and children be included, and can they work?

Your spouse and dependants can be endorsed on your permit for its duration (reg 29(1)) at US$500 each plus the US$150 administrative fee; child endorsement applies to children under 18. Neither you nor they may engage in gainful occupation in the Islands, although managing your own passive investments is not gainful occupation. Ask Mira, by Mirabello for a first view, or book a free consultation.

Does the permit lead to permanent residence or citizenship?

Permanent residence, yes, but slowly: a Permanent Residence Certificate can be requested after ten consecutive years of residence holding a Residence Permit (reg 13(2)(a)(iii)), with good character, good health, sound knowledge of English and of the Islands and the intention to make them your principal home. Whether this time counts towards British Overseas Territories citizenship is not yet officially confirmed.

Estate planning

How does Turks and Caicos Islands succession law affect your estate?

A residence permit in Turks and Caicos Islands does not change your nationality and adds no law you can elect under EU Regulation 650/2012 (Article 22). If you come to live in Turks and Caicos Islands, the law of Turks and Caicos Islands may govern your estate by default under Article 21, unless you elect the law of a nationality you already hold. The permit changes no tax position.

Read which law governs your estate for how the law of your nationality and the law of where you live interact. General information, not legal advice.
