Paraguay's residence for pensioners is the two-stage path a retiree follows under Ley 6984/2022 De Migraciones (read 11 October 2026): temporary residence (Residencia Temporal) of up to two years under article 46, then permanent residence (Residencia Permanente) under article 52. Article 46 makes the temporary stage a prerequisite, and article 50, which lists its requirements, contains no financial test.
The pension enters only at the second stage. Resolución DNM 407/2026 and its Anexo Único (read 11 October 2026) set out how solvency is proved for permanent residence through 12 categories, and "jubilados o pensionados" (retirees or pensioners) is one of them (Anexo Único, articles 1 to 4 and 14). The resolution applies to files submitted from 6 July 2026, and its article 3 repeals the earlier solvency provisions. The authority for both stages is the Dirección Nacional de Migraciones (DNM).

Paraguay sets no minimum stay for this route: no minimum annual presence appears in Ley 6984/2022 or in Resolución DNM 407/2026. Two absence rules apply instead (Ley 6984/2022, articles 54 and 55.2):

Ley 6380/2019 does not define individual tax residence and the regulation that sets the test was not located, so the day count is not yet officially confirmed. Paraguay taxes individuals on a territorial basis: the personal income tax (Impuesto a la Renta Personal, IRP) covers only income of Paraguayan source (Ley 6380/2019, articles 47 to 49, read 11 October 2026). A foreign pension, and foreign dividends, interest and rent, are therefore outside the tax base even for a tax resident.

Two points need care. Services performed abroad for Paraguayan taxpayers count as Paraguayan-source income (article 48.3), and unjustified increases in net worth are taxable (article 57.11), so document the money you bring in. And tax follows tax residence, not the permit: the treatment applies once you are tax-resident in Paraguay, and the country that pays your pension may still tax it under its own law and the relevant tax treaty. Citizenship comes through naturalisation. Article 148 of the Constitución Nacional (read 11 October 2026) requires at least three years of settled residence. The point from which that period is counted is not yet officially confirmed, so the practical total from arrival is confirmed per case. Multiple nationality is admitted only through a reciprocal treaty (article 149), and a naturalised Paraguayan who voluntarily acquires another nationality loses the Paraguayan one (article 150).
