The word that matters most is lifetime. A state pension, an occupational pension or a private pension paid for life will normally fit; a fixed-term annuity or an income drawn down from savings is not described as qualifying on the sheet. For a private-company pension, the SNM asks for a letter from the pension, trust, fund, insurance or bank administrator, a certificate showing that the paying company exists, and proof of payment or a bank statement.

Buying property can lower the Panama Pensionado pension requirement from B/. 1,000 to B/. 750 a month, provided you bought Panamanian property in your own name for more than B/. 100,000. The reduction suits retirees who intend to own a home in Panama anyway. It is not an investment route in its own right: the permit still rests on your pension, and the property must be held personally rather than through a company. Who can be included as a dependant?

Dependants can be included in a Panama Pensionado application by showing an extra B/. 250 a month of income for each one, either as additional pension or through a local bank reference. Dependent children receive a temporary permit until 25 while they are in full-time study, and they do not obtain permanence or Pensionado status themselves.

The one exception on the official sheet is a child with a proven profound disability, who may keep the status beyond that age. Plan for the point at which an adult child leaves the dependant category: from then on, they need their own residence basis if they wish to stay.

What documents does the Pensionado application require?

The Pensionado application requires a certified proof of a lifetime pension from the paying body, a notarised power of attorney and application, and standard background documents. The SNM sheet lists the following:

  • Certification of a lifetime pension of at least B/. 1,000 a month (or B/. 750 with the property exception), issued by the paying entity.
  • For private pensions, the administrator's letter, the certificate of existence of the paying company, and proof of payment or a bank statement.
  • A notarised power of attorney and application naming your parents and their nationality.
  • Three photographs and a certified copy of your passport.
  • A police record certificate, a health certificate and a sworn personal-background declaration.
  • For the reduced minimum, the Public Registry certificate of your property.

The SNM Rentista Retirado sheet sets no extra amount per dependant. Withdrawing the deposit, or breaching Ley 9 of 1987, loses the incentives. Because the qualifying figure is the interest, the size of the deposit depends on the rate the bank offers when you open it, so confirm the bank's current rate before you plan around this route.

How is a foreign pension taxed in Panama?

Our understanding is that a foreign pension is not taxed in Panama, because Panama taxes only income from Panamanian sources, and our tax data also records no wealth, inheritance or gift tax. We are re-reading the relevant article of the Código Fiscal from an official host before we present this as confirmed, so treat it as our current understanding.

Two further points apply whatever Panama's position. First, your home country may keep the right to tax a pension it pays, depending on its tax treaty and its own rules, so you can owe tax at home even if Panama charges none. Second, holding a Panamanian permit does not by itself make you tax resident in Panama, nor does it end tax residence elsewhere.
