Which nationalities get a faster route to Panama residency or citizenship?

Panama gives three groups of nationals a shorter or more cost-effective path than the standard investor route. Italian nationals can obtain permanent residence under the Italy and Panama treaty with no minimum investment. Nationals of 51 countries on the Friendly Nations list, from Spain, Germany and the United States to Brazil, Japan and, since 1 September 2026, Ecuador, can qualify with B/. 200,000 in property or a fixed deposit, or with a job in Panama. And nationals by birth of Spain and nine Latin American states can apply for Panamanian citizenship after one to three years of permanent residence instead of five.

Everyone else, and anyone who wants permanent residency from the first approval, uses the Qualified Investor route, which starts at USD 300,000 under Executive Decree 17 of 8 September 2026. The balboa (B/.) is at par with the US dollar.

The fast track for Italians: the Italy and Panama treaty permit

Italian nationals have a route that no other nationality shares. Under the Treaty of Friendship, Commerce and Navigation between Panama and Italy, an Italian may enter, remain and establish themselves in Panama and, on request, receive a residence permit for an indefinite period. The Servicio Nacional de Migración grants it as a permanent residence permit that needs no renewal.

What makes it the strongest Italian option:

  • No minimum investment. The applicant shows an economic or professional purpose, either fully paid-up registered shares in a company entered in Panama's Public Registry or an employment contract endorsed by the Ministry of Labour at a salary of at least B/. 850 a month.
  • Economic solvency is shown with a bank certificate or the latest monthly statement; the immigration service asks for a four-figure balance and states no exact amount.
  • Permanent from the date of grant. There is no provisional stage and no renewal.
  • No repatriation deposit. Italians are exempt from the deposit other foreigners post (Resolution 4803). The immigration service lists a certified cheque of B/. 250 to the National Treasury; professional and other official costs are additional.
  • Consular filing. The application can be lodged at a Panamanian consulate, or the consular section of Panama's embassy, in the applicant's country of origin or residence, so an Italian can start the process before relocating.
  • National treatment under the treaty for contracts and for owning movable and immovable property, subject to national-security exceptions.

Proof of nationality is an Italian passport, a certificate of Italian citizenship or a seaman's book stating Italian citizenship. Note that Italy is not on the Friendly Nations list, so the treaty permit is the Italian-specific route; an Italian investor who prefers can still use the Qualified Investor route from USD 300,000.

The treaty shortens the path to residence, not to citizenship. Italy is not on Panama's naturalisation reciprocity list, so an Italian naturalises on the ordinary five consecutive years of residence, or three with a Panamanian spouse or with children born in Panama to a Panamanian parent. Italian law keeps Italian citizenship when another nationality is acquired; how Panama's renunciation declaration applies in your case should be confirmed with counsel.

The fast track for Spaniards: Friendly Nations and two-year naturalisation

Spanish nationals have the strongest combined position of any European nationality. Spain is on the Friendly Nations list, so a Spaniard can obtain residence with B/. 200,000 in property or a fixed deposit, or with a job in Panama. And because Spain applies reciprocity, a Spanish national by birth may apply for Panamanian citizenship after two years of permanent residence, instead of five.

The timing depends on the residence route. On the Friendly Nations route, permanent residence follows a two-year provisional permit. On the Qualified Investor route, from USD 300,000, permanent residence is granted on first approval, so the two-year naturalisation clock starts sooner. The shortened period requires Spanish nationality by birth, not by naturalisation.

Panama asks applicants for naturalisation to declare that they renounce their nationality of origin. How that declaration interacts with Spanish nationality law in your case should be confirmed with counsel before you apply.

Article 2 of Executive Decree 416 of 13 June 2012, as last restated by Executive Decree 226 of 20 July 2021 and amended by Executive Decree 16 of 31 August 2026, reserves the Friendly Nations permit for nationals of these 51 countries:

Ecuador is the newest addition. Executive Decree 16 of 31 August 2026, published in Gaceta Oficial No. 30601-B, added it with effect from the day after publication, 1 September 2026, on the same procedure, costs and two-year provisional stage as every other listed country.

Some well-known nationalities are not on the list, including Italy (which has its own treaty route), Colombia, Venezuela, Iceland, Slovenia, Bulgaria, Romania, Taiwan and India. Their nationals can still use the Qualified Investor route, and nationals by birth of Colombia keep their naturalisation advantage described below.

How does the Friendly Nations route work?

The immigration service first grants a provisional residence permit for two years, then the permanent permit. Besides the common requirements of article 28 of Decree Law 3 of 2008, the applicant proves one of three purposes:

  • Employment: a signed letter from a Panamanian employer stating position, salary and the repatriation commitment, with the company's Public Registry certificate, its notice of operation and the work-permit application filed with the Ministry of Labour.
  • Real estate: a Public Registry certificate showing property worth at least B/. 200,000, held personally, through a company of which the applicant is the final beneficial owner, or through a private interest foundation. Local bank financing is permitted.
  • Fixed-term deposit: a certificate from a general-licence bank in Panama showing a deposit of at least B/. 200,000, free of encumbrance, for three years, held personally or through a company or foundation as above.

The provisional application also needs a notarised power of attorney, three photographs, a certified copy of the passport, a criminal-record certificate, a health certificate, a sworn declaration of personal background, and certified cheques of B/. 250 to the National Treasury and B/. 800 to the immigration service. After two years, the permanent permit is requested with the same requirements, except the criminal-record certificate and the cheques.

Dependants file a letter of responsibility, proof of relationship and, for those aged 18 to under 25, proof of full-time study and a sworn declaration of single status. The resident proves solvency with an income-tax return showing at least B/. 1,000 a month plus B/. 100 for each dependant, or a current employment letter with payslip and work permit.

One point is often misunderstood: Friendly Nations permanent residence does not exempt you from a work permit. The recital of Executive Decree 16 of 2026 states that the status does not remove the obligation to obtain a work permit from the Ministry of Labour, nor grant the right to practise professions regulated by special laws.

Which nationalities can become Panamanian citizens faster?

Article 10 of the Constitution sets the ordinary rule at five consecutive years of residence, with a declaration renouncing the nationality of origin and proof of Spanish and of basic knowledge of Panama's history, geography and political organisation. A foreigner with a Panamanian spouse, or with children born in Panama to a Panamanian parent, may apply after three years. Nationals by birth of Spain and of Latin American states may naturalise on the same terms their country offers Panamanians. The immigration service publishes the resulting periods, expressed as years of permanent residence:

Two conditions apply. The shortened periods require nationality by birth, not by naturalisation, and they count years of permanent residence. For Colombia, an older immigration sheet listed one year under Law 43 of 1993; the current version cites Law 2332 of 2023 at two years, and we use the newer, more conservative figure. For qualified investors, article 14 of Executive Decree 17 of 2026 adds that the naturalisation file must include a certificate from the Ministry of Commerce and Industries showing that the investment has been kept.

What is the fastest route for my nationality?

Combining the three routes gives a clear answer for most applicants:

  • Italian: the treaty permit for permanent residence with no minimum investment; citizenship after five years.
  • Spanish: the Qualified Investor route for permanent residence on first approval, then naturalisation after two years of permanent residence; or Friendly Nations from B/. 200,000 if a lower investment matters more than speed.
  • Argentine, Ecuadorian, Mexican or Peruvian: the same combination as Spain, since all four are on the Friendly Nations list and naturalise after two years of permanent residence; Uruguayans after three.
  • Salvadoran: the fastest naturalisation of all, one year of permanent residence, reached through the Qualified Investor route or another residence category, as El Salvador is not on the Friendly Nations list.
  • Colombian, Honduran or Nicaraguan: not on the Friendly Nations list, so residence through the Qualified Investor route or another category, then naturalisation after two years of permanent residence.
  • Other Friendly Nations citizens (for example German, French, British, Swiss, American, Canadian, Brazilian or Japanese): Friendly Nations from B/. 200,000, or the Qualified Investor route for permanent status on day one; citizenship after five years.
  • Everyone else: the Qualified Investor route from USD 300,000 and citizenship after five consecutive years.

If permanent status from the first approval matters, for example to start a reciprocity naturalisation clock early, the Qualified Investor route is faster despite the higher amount. If the lowest capital commitment matters most and you are on the list, Friendly Nations is the efficient choice.

  • Territorial taxation: Panama taxes only Panama-source income; foreign income is not taxed locally, and there is no inheritance or wealth tax. Take advice on your home-country rules first.
