Two practical points favour Friendly Nations at this budget. First, the SNM requirement sheet allows local bank financing for the property, held personally, through a company you ultimately own or through a private interest foundation. Second, the sheet sets no holding period for the property option, although the permanent-stage application repeats the original requirements, so plan to keep the qualifying property or deposit until permanent residence is granted.

When does Qualified Investor justify the extra capital at US$300,000 or more?

Qualified Investor justifies the extra capital when permanent status on the first decision, statutory deadlines or a wider asset menu matter more to you than the lowest entry figure. At B/. 300,000 it applies only to first-sale property bought from the developer; resale property and Panamanian securities need B/. 500,000, and a fixed deposit B/. 750,000.

The deposit falls to B/. 500,000 when placed directly with Banco Nacional de Panamá or Caja de Ahorros, and the funds must arrive from abroad. Every Qualified Investor asset is held for at least five years, with annual proof to MICI. Decree 17 also credits property at the lower of the price paid and the verified value, net of any encumbrance, so a mortgage reduces what counts towards the minimum. Pre-construction purchases can qualify through a trust or bank guarantee for up to three years in total.

For a listed national with B/. 300,000 or more, the question is therefore what the extra B/. 100,000 buys: permanent residence from the first approval, rather than two years of provisional status and a second application. If your nationality is not on the Friendly Nations list, Qualified Investor becomes Panama's main investment route for you, because it is not tied to the Friendly Nations country list. Nationalities outside the list include Italy, India, Colombia, Iceland, Slovenia, Bulgaria and Romania, so dual nationals should check which passport opens Friendly Nations first.

Non-investment alternatives exist for specific profiles. Which route is better if you want to work in Panama?

Friendly Nations is the only one of the two routes that can be built on a job, through an employment relationship with a Panamanian company. Holding Friendly Nations residence does not, however, exempt you from a work permit issued by the Ministry of Labour (MITRADEL), nor does it open professions regulated by special laws.

That rule is stated in the recitals of Executive Decree 16 of 2026. Qualified Investor residence is designed for capital, not employment, so neither route should be read as an automatic right to take a job. Investors who live on foreign income or manage businesses abroad face a different question from those who plan local employment, and we confirm the work-permit position for your intended activity before you commit.

Which route is faster to permanent residence in Panama?

Qualified Investor is clearly faster to permanent residence in Panama, because permanence comes with the first approval and Decree 17, article 15, sets maximums of 15 business days for the MICI certificate and 30 business days for the SNM decision on a complete file. Friendly Nations reaches permanence only after a two-year provisional permit.

No official processing time is published for Friendly Nations, so any firm promise of weeks should be treated with care. Qualified Investor applications may be filed before you enter Panama through a lawyer holding your power of attorney, but biometric registration with the SNM is required in person before any residence card is issued (Decree 17, art. 16). Plan one trip to Panama around that step.

How do Friendly Nations and Qualified Investor compare for a family?

Qualified Investor is simpler for a family because one investment covers the spouse and dependent children, who receive the same permanent status, at B/. 1,000 to the National Treasury plus a B/. 1,000 repatriation deposit each. Friendly Nations dependants file their own documents, and the resident must prove income for them.

Under the Friendly Nations sheet, each dependant files a letter of responsibility and proof of relationship; children aged 18 to under 25 also show full-time study and a sworn declaration of single status. The resident proves solvency, for example with a tax return showing at least B/. 1,000 a month plus B/. 100 for each dependant, or a current employment letter. Under Qualified Investor, Decree 17, article 17, also lets you add a child born or adopted later, or a spouse married after approval, while the investment is maintained.

For a family of four, the Qualified Investor statutory payments are B/. 16,000: B/. 10,000 for the main applicant, half of it the repatriation deposit, and B/. 2,000 for each of three dependants. These figures exclude the investment, legal fees and property-transfer costs.

Do both routes lead to Panamanian citizenship?

Both routes can lead to Panamanian citizenship, but only through naturalisation: Panama has no citizenship by investment. Article 10 of the Constitution of Panama requires five consecutive years of residence, an express declaration renouncing the nationality of origin, and proof of Spanish and basic knowledge of Panama's geography, history and political organisation.

Reciprocity shortens the wait for some nationals by birth. The SNM reciprocity list sets one year of permanent residence for El Salvador; two years for Argentina, Colombia, Ecuador, Honduras, Mexico, Nicaragua, Peru and Spain; and three for Uruguay. Because those periods are counted in years of permanent residence, a Spanish, Mexican or Argentine national by birth who wants a fast passport timeline has a clear reason to prefer Qualified Investor, which is permanent from the first approval. A foreigner with a Panamanian spouse, or with children born in Panama to a Panamanian parent, may naturalise after three years.
