The residence permit is the beginning of the administration, not the end of it. Emirates ID, the medical, the tenancy registration, health insurance, the driving licence, schools and the renewal calendar all follow, each with its own sequence and its own way of going wrong.

The residence permit is where the administration starts, not where it finishes. What follows is a chain of steps that each depend on the one before, and the order is not obvious until you are in it.

The chain, in order

The sequence is fixed and trying to run it out of order simply produces a queue you have to leave.

  1. Entry permit, which is not the residence visa and is time-limited.
  2. Medical fitness test, which must be taken at an approved centre. Tests taken elsewhere are a documented cause of rejection.
  3. Emirates ID biometrics. The Emirates ID is the document that actually unlocks daily life here, more so than the visa itself.
  4. Residence issued.
  5. Tenancy registration, which most utilities and services then depend on.
  6. Utilities, banking, telecoms, school enrolment, each of which will ask for the documents produced above.

The step people underestimate is tenancy registration. A surprising number of subsequent processes will not proceed without it, so a delay there stalls several other things at once.

Health insurance is mandatory, and it is not federal

There is no universal winner among the emirates, and health cover is where that becomes concrete. Cover is a legal requirement for residents, and the regime differs by emirate. Dubai and Abu Dhabi run separate mandates with separate regulators and separate minimum standards. A policy that satisfies one is not automatically adequate in the other, which catches people who move between emirates after arriving, and people who arrange cover before deciding where they will actually live.

Driving licences

Holders of licences from a list of countries can convert without sitting a test. Everyone else takes the full local process, which is considerably longer and more expensive than most new arrivals expect. Whether your country is on the list is worth checking before you arrive rather than after, because the answer changes how you plan the first few months.

Schools decide more moves than people admit

School admissions run on their own calendar, and in practice they determine the timing of a family relocation more often than any visa consideration does. Places at the schools people actually want are constrained, waiting lists are real, and the application window sits well ahead of the move. Families who plan the visa first and the school second frequently end up moving a term later than they intended, or splitting the household temporarily.

That question is worth asking, because the rules moved in 2026. Dubai's property investor route no longer carries a minimum value for sole owners. The Green Visa reaches people who assume they do not qualify, particularly through the freelance route's financial-solvency limb rather than its income limb. The overstay fine regime was unified in February 2026 at a flat AED 50 per day, which is lower than the figures still circulating in most published guidance.

And there is one rule that quietly ends more residences than any other: an ordinary permit lapses after 180 consecutive days outside the country. Golden Residence and Green Visa holders are exempt. If your life has become more mobile than it was when you took your current permit, that exemption may matter more than the cost difference between routes.

The renewal calendar

Most of the penalties people incur in the UAE are not for doing something wrong; they are for a date passing unnoticed. Keeping a single calendar across all of them is unglamorous and prevents nearly all of it.
