Retirement Visa for UK Citizens 2026: Which Routes Fit a UK Pension?

The short answer

A UK citizen can retire on any of 11 golden retirement visas, residence permits that need no investment. Only three, Cyprus Category F, Mauritius and the Philippines SRRV, also keep the UK State Pension rising every year, because the UK pays yearly increases abroad only in the European Economic Area, Gibraltar, Switzerland and agreement countries.

Key takeaways
  • 11 Golden routes. UK citizens can use every Golden route in the Mirabello Golden Retirement Index, all residence permits with no investment required; Panama leads at 90 out of 100.
  • State Pension increases. The UK pays the State Pension anywhere, but it rises each year only in the European Economic Area, Gibraltar, Switzerland and agreement countries such as Mauritius and the Philippines.
  • Three Golden routes keep it rising. Cyprus Category F, Mauritius and the Philippines SRRV.
  • Tax treaties. Ten of the fourteen destinations compared have a UK double taxation convention in force; Guatemala, Paraguay, Costa Rica and the Dominican Republic have none listed.
  • UK tax abroad. Non-residents do not usually pay UK tax on the State Pension, most UK government pensions are taxed only in the UK, and the treaty with your new country decides who taxes your other UK pensions.
  • Europe. Spain, Portugal and France are not Golden; Cyprus Category F is the one Golden route in Europe open to UK citizens.

Which retirement visa suits a UK citizen in 2026?

A UK citizen can retire on any of the 11 Golden routes in the Mirabello Golden Retirement Index, each a residence permit, not citizenship, with no investment required. Three of them, Cyprus Category F, Mauritius and the Philippines SRRV, also keep your UK State Pension rising each year and sit under a UK tax treaty in force.

We score 64 retirement routes out of 100 on eight pillars read from official texts, from tax on foreign income and physical presence to renewal and the path to permanent residence. Golden means at least 70 points, a source grade of A or B and no fail on tax, presence or renewal; a locked deposit above US$50,000 caps a route at partial. A retirement visa never gives a passport: citizenship is a separate application with its own residence and language rules.

How much pension do you need for each golden retirement visa?

The pension you need ranges from no stated minimum in Uruguay and Paraguay to BHD 4,000 a month in Bahrain. Panama, Peru and the Costa Rica Pensionado each set a floor of 1,000 a month in balboas or US dollars, and Panama, the highest-scoring route at 90 out of 100, adds B/. 250 a month for each dependant.

Amounts are in the currency each law sets; the balboa is at par with the US dollar. Each partial route has one gap: Mexico taxes a foreign pension, the UAE permit is void after more than 180 consecutive days away, and the Dominican Republic renews its card every year against proof that the income was received and spent there. Thailand suspends the LTR exemption in any year a holder breaks the visa rules.

Will your UK State Pension keep rising if you retire abroad?

Your UK State Pension is paid wherever you live, but it rises each year only in the European Economic Area, Gibraltar, Switzerland and countries whose social security agreement allows increases. Elsewhere it is paid without yearly increases, often called a frozen pension, and goes up to the current rate only if you return to live in the UK.

The government's list of countries where it pays the annual increase, read on 11 October 2026, names the agreement countries: Barbados, Bermuda, Bosnia-Herzegovina, Gibraltar, Guernsey, the Isle of Man, Israel, Jamaica, Jersey, Kosovo, Mauritius, Montenegro, North Macedonia, the Philippines, Serbia, Turkey and the USA. The UK also has agreements with Canada and New Zealand, but you cannot get yearly increases there.

The gov.uk guide to the State Pension abroad adds three practical rules. You cannot be paid in one country for part of the year and in another for the rest; payment can go to a local or a UK bank account; and if you do not return a life certificate sent by the Department for Work and Pensions, payments may be suspended.

Which golden retirement visas keep your State Pension rising?

Three Golden routes sit in countries where the UK pays yearly State Pension increases: Cyprus Category F, scored 75.4, because Cyprus is in the European Economic Area, and Mauritius, scored 76.1, and the Philippines SRRV, scored 77, because both have social security agreements with the UK that allow increases. The other eight Golden routes, Panama included, do not.

Cyprus Category F

Cyprus Category F is permanent residence from the start, on secured income from abroad of EUR 9,568 a year plus EUR 4,613 per dependant; pensions, dividends, deposit interest and rents all count. It is reserved for non-EU nationals, so UK citizens qualify, while holders of an EU passport use free movement instead. Employment is not allowed, the permit lapses after two years' absence and approval is discretionary, according to the Cyprus Migration Department. A Cyprus tax resident may elect each year to pay 5% on the part of a foreign pension for work done outside Cyprus above EUR 5,000.

Mauritius

The Mauritius permit for retired non-citizens rests on a transfer rather than a pension: US$2,000 into a Mauritian bank within 60 days of issue, then US$24,000 a year or US$2,000 a month, under the Economic Development Board Act. EDB guidelines set a minimum age of 50, and there is no minimum stay. Because Mauritius taxes foreign income only when it is brought in, the transferred pension is taxable at the resident scale, which starts at 0% on the first MUR 500,000.

Philippines SRRV

The Philippines Special Resident Retiree's Visa is a permanent-residence visa with indefinite stay and no duty to be present. At 50 or over it needs a refundable deposit of US$15,000 with a lifetime pension of US$800 a month, or US$30,000 without, at a bank accredited by the Philippine Retirement Authority. Its gap for UK pensioners: the route offers no tax-residence certificate.

How is a UK pension taxed when you live abroad?

A UK pension can be taxed by two countries once you live abroad. The UK usually keeps taxing UK income, pensions included, after you leave, but non-residents do not usually pay UK tax on the State Pension. Your new country taxes you once you are tax-resident there, and a double taxation agreement decides which country may tax each pension.

The gov.uk guide to tax on your UK income if you live abroad, read on 11 October 2026, adds that most UK government pensions, such as civil service pensions, are taxed only in the UK. Treaty relief comes before tax or as a refund, claimed on HMRC's DT-Individual form or a country-specific form, and British citizens abroad can still claim the UK Personal Allowance each tax year on form R43.

On the destination side, tax follows tax residence, not the permit. Territorial Panama, Guatemala and Paraguay leave a foreign pension outside local income tax, Bahrain and the UAE have no personal income tax, and Mexico taxes a resident's worldwide income. Our guide to countries that don't tax foreign pensions covers each rule. This is general information, not tax advice.

Which retirement destinations have a UK tax treaty?

HMRC lists a double taxation convention in force with ten of the fourteen destinations in this guide: Panama, Bahrain, Thailand, the Philippines, Mauritius, Uruguay, Cyprus, Peru, Mexico and the United Arab Emirates. Guatemala, Paraguay, Costa Rica and the Dominican Republic have no UK treaty listed, so no agreement shares the taxing rights between the two countries.

Where no treaty exists, the gov.uk rule applies as it stands: UK income, a private or workplace pension included, usually remains taxable in the UK. HMRC's tax treaties collection lists every convention in force.

Can you prove your tax residence to HMRC?

Proving tax residence matters because HMRC's treaty relief form goes through your new country's tax authority, and a residence permit alone does not make you tax-resident. Bahrain issues its tax certificate only after 183 days in the year, Mauritius only after 183 days or 270 days over three years, and the Philippines SRRV offers none.

Each country has its own test: Cyprus counts more than 183 days in the tax year or its 60-day rule, Thailand 180 days in a year and Peru more than 183 days in any 12 months. Keep evidence of your days in both countries.

Which routes let you spend long periods back in the UK?

Bahrain, Mauritius, the Thailand LTR and the Philippines SRRV set no absence limit, and Panama, Cyprus Category F and Costa Rica tolerate up to two years away before the permit is at risk. Peru and the UAE are stricter: the permit is lost after more than 183 consecutive days abroad in Peru, or more than 180 in the UAE.

Guatemala can cancel residence after more than a year of unauthorised absence, and Paraguay's permanent residence lapses after more than three consecutive years away. Our guide to retirement routes with no minimum stay compares the rules in detail.

When do you stop being UK tax-resident?

You stop being UK tax-resident when you fail the Statutory Residence Test for a tax year, 6 April to 5 April. Spending 183 days or more in the UK makes you resident; fewer than 16 days, or fewer than 46 if you were non-resident in all three previous tax years, makes you non-resident; in between, your UK ties decide.

The ties are family, accommodation available for 91 days or more, 40 or more UK workdays, 90 days or more in the UK in either of the two previous years and, for leavers, a country tie, as HMRC's Statutory Residence Test guidance explains.

Two rules reach further. If you were UK-resident in four of the seven years before leaving and return within five years, certain gains and income from your time away can be taxed on your return. And since 6 April 2025 a long-term resident, UK-resident in 10 of the previous 20 years, can remain within inheritance tax on worldwide assets for up to ten years after leaving.

Why are Spain, Portugal and France not golden retirement visas?

Spain's non-lucrative residence authorisation, Portugal's D7 and France's long-stay visitor visa are not Golden because each taxes a foreign pension once you are tax-resident and adds a strict presence rule or a yearly renewal. They score 36.5, 46.5 and 34.5 out of 100. Your State Pension does keep rising in all three, because they are in the European Economic Area.

Since the UK left the EU, UK citizens need a national permit to retire anywhere in the EU. Portugal's D7 asks for at least EUR 920 a month in 2026 for the first adult, and its temporary permit can be cancelled after six consecutive months of unjustified absence. Italy's elective residence visa scores 45, and Greece's financially independent person permit is partial at 63; see our guide to moving to Greece from the UK. Cyprus Category F is Europe's one Golden route open to UK citizens.

How should a UK pensioner choose between the routes?

A UK pensioner should test each route in order: does your pension pass its income test, will your State Pension keep rising there, does a UK tax treaty apply and can you obtain a tax-residence certificate, and do its absence rules fit the time you will spend in the UK. Only then compare how the destination taxes your pension.

In summary

A retirement visa for UK citizens works best when the destination and the UK rules point the same way. Panama scores highest at 90 out of 100, but only Cyprus Category F, Mauritius and the Philippines SRRV combine a Golden score with yearly State Pension increases and a UK tax treaty in force. Frequently asked questions

Frequently asked questions

Do UK citizens need a visa to retire abroad?

Yes. To live abroad long term you need a residence permit, and since the UK left the EU that includes Spain, Portugal, France and every other EU country. Cyprus Category F, the one Golden route in Europe, is open to UK citizens because it is reserved for non-EU nationals. If you also hold an EU passport, free movement applies instead.

Can I get my UK State Pension if I retire abroad?

Yes. The UK pays the State Pension in any country, into a local bank or a UK account. It rises each year only in the European Economic Area, Gibraltar, Switzerland and countries whose social security agreement allows increases, such as Mauritius, the Philippines, Turkey and the USA. You cannot be paid in one country for part of the year and in another for the rest.

Which golden retirement visas keep the UK State Pension rising?

Cyprus Category F, Mauritius and the Philippines SRRV. Cyprus is in the European Economic Area, and Mauritius and the Philippines have social security agreements with the UK that allow increases. In the other eight Golden destinations, including Panama, Bahrain and Thailand, the State Pension is paid without yearly increases, and it goes up to the current rate only if you return to live in the UK.

Is my UK State Pension taxed in the UK if I live abroad?

Not usually: gov.uk says non-residents do not usually pay UK tax on the State Pension. Your new country may tax it once you are tax-resident there, depending on its own law and its treaty with the UK. Territorial destinations such as Panama, Guatemala and Paraguay leave a foreign pension outside local income tax, while Mexico taxes a resident's worldwide income.

Will I pay tax twice on a UK workplace or private pension?

Usually not where a treaty applies: the double taxation agreement decides which country taxes the pension, and relief comes before tax or as a refund, claimed on HMRC's DT-Individual form or a country-specific form. Ten of the fourteen destinations in this guide have a UK treaty in force; Guatemala, Paraguay, Costa Rica and the Dominican Republic have none listed.

Is a UK civil service pension taxed in my new country?

According to gov.uk, most UK government pensions, such as civil service pensions, are taxed only in the UK. The exact rule sits in the treaty between the UK and your new country, so check it before you move, especially if your other income will be taxed locally. Where no treaty applies, UK income usually remains taxable in the UK.

Which retirement visa has the lowest pension requirement for UK citizens?

Uruguay sets no fixed minimum and assesses sufficiency case by case, and Paraguay's 2026 resolution states no pension minimum, asking for a certificate of the pension and how you receive it. Among fixed tests, Panama, Peru and the Costa Rica Pensionado set 1,000 a month in balboas or US dollars, and Panama falls to B/. 750 if you own Panamanian property bought for more than B/. 100,000.

Can I keep a home in the UK while holding a retirement visa?

Yes, but plan your days. Bahrain, Mauritius, the Thailand LTR and the Philippines SRRV set no absence limit, while Peru and the UAE end the permit after more than 183 and 180 consecutive days abroad. UK accommodation available to you for 91 days or more counts as a tie under the Statutory Residence Test, so it can keep you UK-resident.

Is a retirement visa the same as citizenship?

No. A retirement visa is a residence permit, not citizenship, and none gives you a passport. Some, such as Cyprus Category F and the Philippines SRRV, are permanent from the start. Citizenship, where a country offers it, is a separate application with its own residence and language rules.
