Which Country Has the Easiest Retirement Visa in 2026?

The short answer

No retirement visa is easiest for everyone. Among the 11 Golden routes we rank, Peru's Rentista, Costa Rica's Pensionado and Panama's Pensionado combine a monthly test of US$1,000 or B/. 1,000, no minimum age and full processing marks in our scoring. Bahrain publishes the shortest official service time, 5 working days, for a BHD 4,000 pension.

Key takeaways
  • Easy depends on you. The money test, age, official speed, proof of income and stay rules each produce a different winner, so start from the test that matters most to you.
  • All-round picks. Peru's Rentista, Costa Rica's Pensionado and Panama's Pensionado pair a monthly test of US$1,000 or B/. 1,000 with no minimum age and full processing marks.
  • Lowest money tests. The Philippines SRRV takes a US$800 monthly pension with a refundable US$15,000 deposit at 50 or over; Cyprus Category F, for non-EU nationals only, asks EUR 9,568 a year; Uruguay and Paraguay set no fixed minimum.
  • Shortest official times. Bahrain quotes 5 working days, Thailand's Board of Investment 20 working days to endorse an LTR application, and Peru 30 business days at most.
  • No age floor on most. Eight of the 11 Golden routes set no minimum age; the SRRV starts at 40, Thailand's LTR and Mauritius at 50.
  • Easy to keep. No Golden route sets a minimum stay, and Bahrain, Thailand's LTR, the Philippines SRRV and Mauritius set no absence limit.

What makes a retirement visa easy to get?

A retirement visa is easy to get when you clear its money test without strain, meet its age rule, receive an official decision quickly and can prove your income with few documents. In the Mirabello Golden Retirement Index, those qualities are measured by the processing pillar, the financial test pillar and each route's minimum age.

A golden retirement visa is a residence permit, not citizenship, with no investment required. Eleven routes meet the Golden standard, which also asks for little or no tax on foreign income, little presence and little renewal; this guide compares only those 11.

How do the 11 Golden retirement visas rank on ease?

Peru's Rentista ranks first in our ease order among the 11 Golden retirement visas, followed by Costa Rica's pensionado and rentista route, Bahrain's Golden Residency for retirees and Panama's Pensionado. We order routes by their official processing marks, then by whether an age floor shuts anyone out, then by the financial test pillar, with the overall score breaking ties.

The financial test pillar, out of 15, rewards routes that lock no money, accept savings and count both pensions and investment income; it does not measure the size of the test, which the table shows separately, because whether an amount is easy depends on your income.

Peru, Costa Rica and Panama are the all-round picks: each combines full processing marks, no minimum age and a monthly test of US$1,000 or B/. 1,000. Bahrain matches them on speed and age, but its pension test, BHD 4,000 a month for a non-resident retiree, suits only a high pension. Thailand's LTR earns full marks on both pillars, yet asks for US$80,000 a year from age 50, so it is easy only if your income clears that bar.

Which retirement visa has the lowest income requirement?

The Philippines SRRV has the lowest income requirement among the Golden retirement visas: a lifetime pension of US$800 a month lowers its refundable deposit to US$15,000 at age 50 or over. Cyprus Category F asks EUR 9,568 a year, Panama B/. 1,000 a month, Peru and Costa Rica US$1,000 a month, and Uruguay and Paraguay set no fixed minimum.

  • Philippines SRRV. The Philippine Retirement Authority sets the deposit at US$15,000 with a qualifying pension or US$30,000 without one at 50 or over, and at US$25,000 or US$50,000 at 40 to 49. The deposit sits in a PRA-accredited bank and covers you and two dependants.
  • Cyprus Category F. EUR 9,568 a year plus EUR 4,613 for each dependant, from pensions, dividends, fixed deposit interest, rents or similar income received from abroad, according to the Migration Department. The permit is for non-EU nationals only: EU, EEA and Swiss citizens rely on free movement instead.
  • Panama, Peru and Costa Rica. Panama's Pensionado asks for a lifetime pension of B/. 1,000 a month, with the balboa at par with the US dollar, or B/. 750 if you bought Panamanian property for more than B/. 100,000, plus B/. 250 a month per dependant, under the immigration service's Pensionado sheet. Peru asks for US$1,000 a month net from a foreign source; Costa Rica asks for a US$1,000 monthly pension, while its rentista route asks for US$2,500 a month.
  • No fixed floor. Uruguay assesses sufficiency case by case, and Paraguay's resolution sets no pension minimum; how Paraguay applies it in practice is not yet officially confirmed.

Peru, Guatemala, Uruguay, Cyprus Category F and Costa Rica's rentista route accept income other than a pension; our guide to a retirement visa without a pension compares the savings routes. A low figure is only half the test: check whether the money must be transferred, deposited or proved over a period.

Which retirement visas have no minimum age?

Eight of the 11 Golden retirement visas set no minimum age: Panama, Guatemala, Bahrain, Paraguay, Uruguay, Cyprus Category F for non-EU nationals, Peru and Costa Rica. The Philippines SRRV starts at 40, with a larger deposit until 50, while Thailand's LTR requires age 50 and Mauritius applies age 50 in its guidelines.

Without an age floor, the money test does the work: Panama's Pensionado needs a lifetime pension, so it suits people already drawing one. Thailand's LTR also requires you to be retired, under BOI Announcement Por. 3/2568.

Which retirement visas have the shortest official processing times?

Bahrain has the shortest official processing time among the Golden retirement visas: a service time of 5 working days for its Golden Residency for retired non-resident foreigners. Thailand's Board of Investment endorses an LTR application within 20 working days, Peru decides a Rentista file within 30 business days at most, and the Philippines quotes 30 to 45 working days.

  • Bahrain. Issue is discretionary, and no real-world times have been published. Our guide on how to apply for Bahrain's Golden Residency as a retiree covers the portal steps.
  • Thailand LTR. Endorsement within 20 working days of a complete application, plus 1 to 3 working days for pre-approval, per the BOI application timeline; the clock restarts if more documents are requested.
  • Peru. A maximum of 30 business days, about 42 calendar days, with silence counting as refusal, on the official Rentista procedure page.
  • Costa Rica. The immigration authority's rentista requirements sheet allows 90 days for a complete file, though only an archived 2021 copy could be read.

Panama's Pensionado earns full processing marks in our scoring, but its processing time is not yet officially confirmed, so ask us for current timing before you plan around it. Guatemala, Paraguay, Uruguay, Cyprus and Mauritius have no official time on record, so they score lowest on this pillar; in Guatemala, filing authorises your stay while the file is processed, and Paraguay issues a 90-day provisional card. Every official time runs from a complete file and is a ceiling, not a guarantee.

Which retirement visas have the simplest proof of income?

Uruguay and Paraguay have the simplest proof of income among the Golden retirement visas. Uruguay asks a rentier, retiree or pensioner for one notarial certificate stating that status, the type of income, the nominal monthly amount and how it reaches Uruguay, and Paraguay's first, temporary stage asks for no proof of income at all.

Uruguay's official procedure then assesses sufficiency case by case; Paraguay asks for a legalised or apostilled pension certificate at the permanent stage.

  • Portal routes. Bahrain's portal lists a pension certificate and six months of bank statements, plus health insurance valid in Bahrain for the whole permit and good conduct.
  • Deposit routes. The SRRV adds a bank deposit, a KYC interview and an oath on release, and you must stay in the Philippines while the file is processed.
  • In-person steps. Mauritius asks you to travel for medical tests and an originals appointment, then to evidence a first transfer of US$2,000 within 60 days of issue; our guide on how to apply for the Mauritius retirement permit sets out the steps. Cyprus takes applications only at its Nicosia offices, in person or through a representative, with original criminal records and, since 1 September 2026, original medical results.
  • Proof over time. Costa Rica's rentista route needs income proved for at least two years, and a private pension for Panama's Pensionado needs the administrator's letter, proof the company is in good standing and proof of payment.

Which retirement visas are easiest to keep once granted?

The Golden retirement visas easiest to keep combine no minimum stay, no absence limit and few or no renewals. No Golden route sets a minimum stay; Bahrain, Thailand's LTR, the Philippines SRRV and Mauritius set no absence limit; and Panama, Guatemala, Uruguay, Cyprus Category F, Peru and the Philippines SRRV are permanent from grant.

  • Absence limits. Peru ends residence after more than 183 consecutive days away within 365 days unless authorised; Guatemala can cancel it after more than a year away without authorisation; Panama and Cyprus after two years away; Costa Rica cancels temporary residence after more than two consecutive years abroad; Paraguay ends permanent residence after more than three consecutive years of unjustified absence. Uruguay's procedure page states no minimum stay.
  • Settling in. A Cyprus Category F holder living abroad must settle in Cyprus within one year of approval.
  • Renewals. Paraguay leads to permanent residence when its temporary stage ends, Costa Rica after one renewal, and Mauritius after 5 years if your transfers reach US$200,000 over those first 5 years. Bahrain's licence runs for 10 years at a time and Thailand's LTR for up to 5 years at a time, without permanent status.

Which easy-looking retirement visas are not Golden, and why?

Several retirement visas look easy but fall short of the Golden standard on one point. Mexico taxes a tax resident's foreign pension, the Dominican Republic renews its card every year, the UAE permit is void after more than 180 consecutive days away, and Belize asks for 30 consecutive days in the country each year.

  • Mexico permanent residency, Partial at 75.5. Direct permanent residency with no minimum stay found, on a pension of MXN 133,733.40 a month or an average balance of MXN 5,378,663.50 over 12 months, but foreign pension and investment income are taxed once you are tax-resident.
  • Dominican Republic Pensionado, Partial at 62. A pension of US$1,500 a month plus US$250 per dependant, and the immigration service's page lists 45 working days; each annual renewal needs proof that the income was received and spent in the country.
  • UAE retirement residence, Partial at 69.5. No personal income tax, and income of AED 240,000 a year or property or a deposit of AED 1,000,000, at age 55 or after 15 years of service; the permit is void after more than 180 consecutive days outside the UAE.
  • Belize QRP, Partial at 62.5. US$2,000 a month from age 40, with foreign income generally untaxed, but 30 consecutive days in Belize each year, an annual renewal and regular deposits into a bank licensed in Belize.

Some guides call Thailand's O-A the easiest retirement visa. It is a long-stay visa from age 50 on an income or bank-balance test, but it runs for one year and is extended year by year at the officer's discretion, so it scores 44.5 and is not Golden. Panama's Rentista Retirado scores 77 yet stays Partial, because its income must come from a deposit locked in Panama that our scoring puts at about US$230,000.

What should you check before choosing the easiest route?

Before choosing the easiest retirement visa, check three things a ranking cannot weigh for you: whether your nationality is eligible, how your family is counted, and how your income will be taxed once you live abroad. Each depends on your own circumstances rather than on the route, and each can turn an easy route into the wrong one.

  • Nationality. Cyprus Category F is closed to EU, EEA and Swiss nationals, who rely on free movement instead.
  • Family. Guatemala adds US$300 a month, Panama B/. 250 a month and Cyprus EUR 4,613 a year for each dependant; the SRRV deposit covers two dependants.
  • Tax. Tax follows tax residence, not the permit. Among the Golden routes, foreign income stays untaxed for a tax resident in Panama, Guatemala, Bahrain, Paraguay and the Philippines, and in Thailand for LTR holders on conditions; Costa Rica leaves foreign dividends, interest and rent untaxed but its treatment of a foreign pension is not yet officially confirmed, while Mauritius, Uruguay, Cyprus and Peru tax part of it. Your home country may still tax your pension; our guide to countries that don't tax foreign pensions shows both sides. This is general information, not tax advice.

Frequently asked questions

Frequently asked questions

Which country has the easiest retirement visa?

It depends on what easy means for you. Among the 11 Golden routes we rank, Peru's Rentista, Costa Rica's Pensionado and Panama's Pensionado combine a monthly test of US$1,000 or B/. 1,000, no minimum age and full processing marks. The Philippines SRRV and Cyprus Category F, for non-EU nationals only, ask for the smallest sums, and Bahrain publishes the shortest official service time, 5 working days.

Which retirement visa has the lowest income requirement?

Among the Golden routes, the Philippines SRRV asks the least: a lifetime pension of US$800 a month lowers its refundable deposit to US$15,000 at age 50 or over. Cyprus Category F, for non-EU nationals, asks EUR 9,568 a year plus EUR 4,613 per dependant. Uruguay and Paraguay set no fixed minimum, Panama asks B/. 1,000 a month, and Peru and Costa Rica US$1,000 a month.

Can I get an easy retirement visa without a pension?

Yes. The Philippines SRRV takes a refundable deposit of US$30,000 at 50 or over without a qualifying pension, and Peru, Guatemala, Uruguay, Cyprus Category F and Costa Rica's rentista route accept income other than a pension. Panama's Pensionado and Bahrain's retiree route need a pension. Our guide to a retirement visa without a pension compares the savings routes.

Is there a retirement visa with no minimum age?

Yes. Eight of the 11 Golden routes set no minimum age: Panama, Guatemala, Bahrain, Paraguay, Uruguay, Cyprus Category F, Peru and Costa Rica. The Philippines SRRV starts at 40, with a larger deposit until 50, and Thailand's LTR and Mauritius start at 50. Among Partial routes, the UAE asks for age 55 or 15 years of service, and Belize starts at 40.

Which retirement visa is approved fastest?

On official times, Bahrain's Golden Residency for retired non-resident foreigners has a service time of 5 working days. Thailand's Board of Investment endorses an LTR application within 20 working days, Peru decides a Rentista file within 30 business days at most, and the Philippines quotes 30 to 45 working days. These are official times that run from a complete file, not guarantees.

Which retirement visa lets me spend the most time abroad?

Bahrain, Thailand's LTR, the Philippines SRRV and Mauritius set no minimum stay and no absence limit, so you can keep them while living mostly elsewhere. Paraguay's permanent residence ends only after more than three consecutive years of unjustified absence, Panama's and Cyprus's after two years away, Guatemala's after more than a year without authorisation, and Peru's after more than 183 consecutive days away within 365 days unless authorised.

Can EU citizens use Cyprus Category F as an easy retirement route?

No. Cyprus Category F is a permit for non-EU nationals: EU, EEA and Swiss citizens rely on free movement instead. For a non-EU retiree it is one of the easier Golden routes to qualify for, at EUR 9,568 a year plus EUR 4,613 per dependant, and it is permanent from grant, but no official processing time is on record.

Is the retirement visa with the lowest income test always the easiest?

Not always. A low figure can come with a refundable deposit, as on the Philippines SRRV, monthly transfers to a local bank, as in Mauritius, a strict absence limit, as in Peru, or an annual renewal tied to spending the income locally, as in the Dominican Republic. Compare the whole route: money test, age, official time, stay rule and renewals.
