Key takeaways
  • Caribbean citizenship by investment starts from USD 200,000 in Dominica and USD 230,000 in Antigua and Barbuda, as a one-time government contribution.
  • The UAE Golden Visa investor route requires AED 2,000,000 (about USD 545,000) in property or public investment and gives a 10-year renewable residence permit.
  • A Caribbean passport changes your travel access: St Kitts and Nevis reaches 157 destinations visa-free or on arrival; a UAE Golden Visa does not change your passport.
  • The UAE Golden Visa has no formal path to citizenship, while Caribbean CBI grants citizenship directly with no qualifying residence period.
  • The UAE does not levy income tax on individuals; a Caribbean passport alone does not change your tax residence.
  • Grenada, Dominica and Saint Lucia have no presence requirement; Antigua and Barbuda requires 5 days in the first 5 years.
  • ECCIRA, the regional regulator established in December 2025, is not yet operating and its proposed rules are not in force.

Caribbean citizenship by investment (CBI) gives you a second nationality and passport from USD 200,000 in Dominica to USD 250,000 in St Kitts and Nevis, while the UAE Golden Visa gives you a 10-year renewable residence permit from AED 2,000,000 (about USD 545,000) in property or public investment. One is a passport; the other is a home base. Many families hold both.

This guide sets out the verified 2026 figures for the five Eastern Caribbean programmes and the UAE investor route, explains what each can and cannot do, and shows how investors from the Gulf, Asia, Africa and beyond combine them.

What is the difference between Caribbean CBI and the UAE Golden Visa?

Caribbean citizenship by investment grants full citizenship and a passport for life, usually with no requirement to live in the country, whereas the UAE Golden Visa grants a renewable 10-year residence permit that never becomes citizenship by itself. Caribbean CBI answers a travel and nationality question; the UAE Golden Visa answers a residence, lifestyle and business-base question.

The distinction matters in practice. UAE residence does not change the passport you travel on; citizenship passes to children born after naturalisation and does not lapse with a property sale, while UAE residence depends on keeping the qualifying asset; and the UAE is where many investors actually live, whereas most Caribbean CBI citizens never relocate.

What is Caribbean citizenship by investment?

Caribbean citizenship by investment is a legal route, set out in national law in five Eastern Caribbean states, through which a vetted applicant obtains citizenship in exchange for an approved economic contribution or real estate investment, from USD 200,000 in Dominica up to USD 250,000 in St Kitts and Nevis for the donation routes.

All five programmes require extensive due diligence on every adult applicant, accept spouses and dependent children, and allow dual citizenship. Here is what each one is, in one line each:

What is Antigua and Barbuda citizenship by investment?

Antigua and Barbuda citizenship by investment is the Citizenship by Investment Programme of Antigua and Barbuda, available from USD 230,000 through a National Development Fund contribution, which stays at USD 230,000 for a family of any size; the approved real estate route starts at USD 300,000, and the property cannot be resold for 5 years.

What is St Kitts and Nevis citizenship by investment?

St Kitts and Nevis citizenship by investment is the longest-running programme of its kind, operating since 1984; the Sustainable Island State Contribution of USD 250,000 covers a main applicant or a family of up to four, and the St Kitts and Nevis passport carries visa-free or visa-on-arrival access to 157 destinations.

What is Grenada citizenship by investment?

Grenada citizenship by investment is offered by Grenada's Investment Migration Agency from USD 235,000 through the National Transformation Fund for a family of up to four, or from USD 270,000 in an approved tourism real estate project (USD 350,000 for approved projects outside the tourism sector).

What is Dominica citizenship by investment?

Dominica citizenship by investment is administered by Dominica's Citizenship by Investment Unit; the Economic Diversification Fund contribution is USD 200,000 for a single applicant and USD 250,000 for a main applicant with up to three dependants, which makes it one of the most cost-effective routes for a single investor.

What is Saint Lucia citizenship by investment?

Saint Lucia citizenship by investment starts at USD 240,000 through the National Economic Fund for an applicant with up to three dependants, with USD 300,000 options in approved real estate or the National Action Bond.

For a full side-by-side of all five, see our comparison of the five Caribbean CBI programmes in 2026.

What is the UAE Golden Visa?

The UAE Golden Visa is a long-term residence permit issued by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP); the investor category is valid for 10 years with renewal, and requires property ownership of at least AED 2,000,000 or public investment of at least AED 2,000,000 in deposits or company capital.

The UAE Golden Visa is not a passport and not citizenship. It is a self-sponsored residence status: you do not need an employer or local sponsor, you can sponsor your spouse and your children regardless of their age, and you can sponsor your parents, according to the ICP Golden Residency service page. The official UAE government portal adds that Golden Visa holders can stay outside the UAE for longer than the six months that normally invalidates a standard residence visa, which is why internationally mobile families value it (u.ae Golden Visa guidance). Other Golden Visa categories exist for professionals, entrepreneurs and specialised talent; this guide focuses on the investor route because that is the one investors weigh against Caribbean CBI.

How much does Caribbean citizenship cost compared with the UAE Golden Visa?

Caribbean citizenship starts from USD 200,000 for a single applicant in Dominica and from USD 230,000 in Antigua and Barbuda, USD 235,000 in Grenada, USD 240,000 in Saint Lucia and USD 250,000 in St Kitts and Nevis, while the UAE Golden Visa investor route requires an asset of at least AED 2,000,000, roughly USD 545,000.

The headline numbers hide a difference in kind. The Caribbean donation routes are non-refundable contributions to a government fund. The UAE threshold is the value of an asset you own: an AED 2,000,000 apartment in Dubai remains yours, can earn rent and can be sold later, although selling ends your eligibility as an investor.

Figures are government contributions or minimum qualifying investments from the Mirabello programme data, checked against each official programme page in October 2026. Government due diligence, processing, passport and per-person visa fees are additional in every case and vary with family size. In Antigua and Barbuda, for instance, the contribution stays at USD 230,000 for any family size, while government processing fees rise by USD 10,000 for each dependant from the fifth person onwards, according to the Antigua and Barbuda Citizenship by Investment Unit.

Real estate changes the picture again. Antigua and Barbuda accepts approved property from USD 300,000, Grenada from USD 270,000 and Saint Lucia from USD 300,000. These properties are also assets, usually with a minimum holding period (5 years in Antigua and Barbuda). Our citizenship by investment programmes hub sets out every route with current figures.

Which gives better travel access: a Caribbean passport or UAE residence?

A Caribbean passport gives better travel access, because it is a travel document in its own right: St Kitts and Nevis offers 157 visa-free or visa-on-arrival destinations, Antigua and Barbuda 154, Grenada 147, Dominica 145 and Saint Lucia 144, all including the Schengen Area. A UAE Golden Visa does not change the passport you travel on.

This is the single most misunderstood point in the comparison. You will see the Emirati passport described as one of the strongest in the world, and it is. But that passport belongs to UAE nationals. A Golden Visa holder keeps travelling on the passport of their own nationality, so an investor whose current passport needs visas for Europe still needs them after receiving UAE residence. Residence in the UAE can make some visa applications smoother in practice, because consulates see a stable, well-documented residence, but it does not create visa-free access.

If visiting the United Kingdom matters to you, the table narrows the field: St Kitts and Nevis, Antigua and Barbuda and Grenada citizens can visit with an Electronic Travel Authorisation, while Dominica and Saint Lucia citizens now need a full visit visa, as the UK government visa checker confirms. Grenada also has a treaty with the United States that makes its citizens eligible to apply for the E-2 treaty investor visa, which is relevant for entrepreneurs who want to run a business there; eligibility is assessed case by case.

Which option is better for families?

Both options suit families, but in different ways: Caribbean programmes include a spouse and dependent children in one citizenship application, often for a flat amount up to four people, while the UAE Golden Visa investor sponsors a spouse, children regardless of age and parents on one AED 2,000,000 investment, with separate visa and Emirates ID fees per person.

On the Caribbean side, family inclusion is generous but rule-bound. Antigua and Barbuda keeps its National Development Fund contribution at USD 230,000 for a family of any size. St Kitts and Nevis charges USD 250,000 for up to four people, then USD 25,000 for each additional dependant under 18 and USD 50,000 for each additional dependant aged 18 or over, according to the St Kitts and Nevis Citizenship by Investment Unit. Dominica moves from USD 200,000 for one person to USD 250,000 with up to three dependants, then USD 25,000 per additional dependant under 18 and USD 40,000 per additional dependant aged 18 or over. Grenada covers a family of four at USD 235,000 and is one of the few programmes that can include unmarried siblings. Each programme defines dependants (adult children, parents, grandparents) in its own way, so a large multi-generational family should compare the exact rules before choosing.

The Caribbean advantage for families is permanence. Children included in the application become citizens, and children born to a citizen after naturalisation can generally acquire citizenship by descent, so the benefit passes down a generation. The UAE advantage is flexibility of sponsorship: parents, and children whatever their age, can live in the Emirates under the investor's status. A UAE residence status, however, ends if the qualifying investment is sold, and it never passes to the next generation as nationality does.

Do you need to live in the Caribbean or the UAE?

Neither option requires you to live there full-time: Grenada, Dominica and Saint Lucia have no presence requirement for citizenship by investment, Antigua and Barbuda requires 5 days within the first 5 years, and UAE Golden Visa holders are not bound by the six-month absence rule that applies to standard residence visas.

In St Kitts and Nevis there is no residence requirement for the programme itself, but national biometric enrolment launched on 14 April 2026, and existing citizens by investment must enrol by 31 July 2027, so plan for one trip. In Antigua and Barbuda, a bill proposing 30 days has been tabled but is not law: the obligation in force remains 5 days in the first five years. For full detail by country, read our guide to the Caribbean CBI rules actually in force in 2026.

The UAE Golden Visa has no minimum stay either, but to benefit from UAE residence (a home, schooling, banking, tax residence) most families spend real time in the country.

How do tax residence and reporting work for each option?

Tax follows residence, not passports: a Caribbean passport by itself does not change where you are tax resident, while living in the UAE can make you UAE tax resident in a country that, according to the UAE government, does not levy income tax on individuals. The two options therefore play different roles in a lawful tax plan.

The UAE government portal states plainly that "the UAE does not levy income tax on individuals" (u.ae taxation guidance). Companies are different: the UAE applies corporate tax to business profits. For individuals, the decisive question is whether you genuinely become tax resident in the UAE and cease to be tax resident at home, which depends on your home country's rules on days, ties and exit taxes, not on the Golden Visa alone.

A Caribbean passport does not, on its own, change your tax position. Banks and other financial institutions report account information under the OECD Common Reporting Standard (CRS) to the countries where you are tax resident, and they ask for evidence of that residence, not just a passport. The OECD publishes a list of residence and citizenship by investment schemes that it considers potentially high-risk for CRS purposes, which is why banks apply additional checks; it is a tax-transparency tool, not a judgement on any programme's legitimacy. In short: use a Caribbean passport for mobility and family security, use genuine UAE residence for tax residence, and document both carefully.

Can the UAE Golden Visa lead to citizenship?

The UAE Golden Visa does not lead to citizenship: there is no formal naturalisation path tied to Golden Visa status, and Emirati nationality is granted only rarely, at the discretion of the UAE leadership. Caribbean citizenship by investment, by contrast, grants citizenship directly once the application is approved, with no qualifying period of residence.

This is often the deciding factor: a second nationality cannot be obtained through UAE residence, however long it is held, which is why the strongest plans frequently combine the two.

What is changing in Caribbean CBI regulation in 2026?

The main change is the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA): its founding agreement was signed in September 2025 and it was established in December 2025 with an office in Grenada, but it is not yet operating, and the Eastern Caribbean Central Bank expects it to begin operating later in 2026, with no start date announced.

Several measures have been proposed for the regional framework and are not in force: 30 days' physical presence in the first five years (with at least 5 days in the first year), an initial 5-year passport upgraded to 10 years, and mandatory regional biometrics. Until national laws change, the rules that apply are the national ones described above. ECCIRA was originally targeted to start in April 2026, which shows why applicants should rely on enacted law, not announcements. Our explainer on ECCIRA and what it means for applicants tracks every step.

The UAE framework has been comparatively stable: the investor threshold of AED 2,000,000 and the 10-year validity are set by the ICP, and applications run through the ICP, the Dubai residency authority or, for the property route, the Dubai Land Department.

Who should choose Caribbean CBI, the UAE Golden Visa, or both?

Choose Caribbean CBI if your priority is a second nationality and travel freedom, the UAE Golden Visa if your priority is a place to live, work and base your family with no personal income tax, and both if you want a lasting passport for the family plus a practical home base in the Gulf.

Caribbean CBI fits you if

  • Your current passport limits travel to Europe, the United Kingdom or Asia, and you want visa-free access to the Schengen Area.
  • You want citizenship that your children hold for life and can pass on, independent of any asset you own.
  • You do not intend to relocate, and you value no or minimal presence requirements.
  • You want a smaller, one-time commitment from USD 200,000 rather than a larger asset held for years.

The UAE Golden Visa fits you if

  • You want to live, run a company or educate your children in Dubai, Abu Dhabi or another emirate.
  • You are building a lawful tax-residence plan in a country with no income tax on individuals.
  • You want to sponsor parents as well as your spouse and children.
  • You want your capital in an asset you keep, such as Dubai property, rather than in a donation.

Both fit you if

  • You already live in the Gulf on a work or employer-sponsored visa and want residence that does not depend on a job, plus a second passport for travel and contingency.

Investors from the Gulf should note one point before anything else: several GCC states restrict dual nationality for their own citizens. Check your home country's nationality law with qualified counsel before you apply for any second citizenship. Our guide to second citizenship for GCC and Middle East investors covers the regional considerations.

How does the application process compare?

Caribbean citizenship by investment is applied for through a government-licensed agent and involves due diligence on every adult, document legalisation and, in some programmes, an interview, typically over several months; the UAE Golden Visa is applied for through the ICP, the Dubai residency authority or the Dubai Land Department, with a medical test and Emirates ID biometrics.

Caribbean CBI, step by step

  1. Eligibility review and choice of programme and route.
  2. Document collection: passports, birth and marriage certificates, police certificates, bank references and proof of the lawful source of funds.
  3. Submission through a licensed agent to the national Citizenship by Investment Unit or agency.
  4. Due diligence checks on every adult applicant; interviews where the programme requires them (Dominica, for example, interviews every applicant aged 16 or over, usually virtually).
  5. Approval in principle, payment of the contribution or completion of the real estate purchase.
  6. Certificate of naturalisation and passport issuance; in St Kitts and Nevis, biometric enrolment.

UAE Golden Visa, step by step

  1. Confirm eligibility and hold the qualifying asset (title deed for property, or evidence of the deposit or company capital).
  2. Apply through the ICP portal, the Dubai residency authority or, for property, the Dubai Land Department.
  3. Pay application and processing fees; complete the medical fitness test.
  4. Give biometrics for the Emirates ID, followed by security clearance.
  5. Receive the residence visa and Emirates ID, then sponsor family members, each with their own fees.

Processing times vary with file quality and family size; a carefully prepared source-of-funds file is the biggest single factor in a smooth Caribbean application.

Which Caribbean programme pairs best with a UAE Golden Visa?

For most UAE residents the best pairing is the Caribbean programme that fills their specific travel gap: St Kitts and Nevis for the widest access at 157 destinations, Antigua and Barbuda for a large family at a flat USD 230,000, Grenada for unmarried siblings and E-2 eligibility, and Dominica for the lowest single-applicant entry point at USD 200,000.

  • St Kitts and Nevis suits investors who want the strongest Caribbean passport and visa-free UK visits with an ETA; plan for biometric enrolment.
  • Antigua and Barbuda suits large families, because the National Development Fund contribution does not rise with family size; the 5-day stay in five years is easy to combine with a holiday.
  • Grenada suits extended families and entrepreneurs, with family coverage of four at USD 235,000, the option to include siblings and access to the E-2 treaty investor visa application.
  • Dominica suits single investors and couples who want the most cost-effective entry and no presence requirement, accepting that UK visits need a visa.
  • Saint Lucia suits families who value a bond option at USD 300,000 alongside the USD 240,000 fund route, again accepting that UK visits need a visa.

Conclusion

Caribbean citizenship by investment and the UAE Golden Visa are complementary tools, not competitors. A Caribbean passport, from USD 200,000 in Dominica to USD 250,000 in St Kitts and Nevis, gives your family a second nationality and visa-free access to the Schengen Area for life. A UAE Golden Visa, from AED 2,000,000, gives you a 10-year renewable residence in a country with no income tax on individuals and a world-class base for business and family life. The right answer depends on whether your gap is travel, residence or both.

Frequently asked questions

Frequently asked questions

Is the UAE Golden Visa the same as UAE citizenship?
No. The UAE Golden Visa is a 10-year renewable residence permit. It does not grant Emirati nationality or a UAE passport, and there is no formal naturalisation path tied to it; Emirati nationality is granted only rarely, at the discretion of the UAE leadership.
Which costs less, Caribbean citizenship or the UAE Golden Visa?
Caribbean citizenship has the lower entry point: from USD 200,000 in Dominica as a government contribution. The UAE Golden Visa investor route needs an asset of at least AED 2,000,000 (about USD 545,000), but you keep that asset, so the true cost comparison depends on how you value the property or investment.
Does a UAE Golden Visa improve my visa-free travel?
No. You continue to travel on your own passport, so your visa-free access stays the same. A Caribbean passport, by contrast, gives access to between 144 (Saint Lucia) and 157 (St Kitts and Nevis) destinations visa-free or on arrival, including the Schengen Area.
Can I hold a Caribbean passport and a UAE Golden Visa at the same time?
Yes. They are independent: Caribbean citizenship is a nationality, and the UAE Golden Visa is a residence status. Many investors hold a Caribbean passport for travel and a UAE Golden Visa for residence. GCC nationals should first check their own country's rules on dual nationality.
Do I have to live in the Caribbean to keep my citizenship?
No. Grenada, Dominica and Saint Lucia have no presence requirement, Antigua and Barbuda requires 5 days within the first 5 years, and St Kitts and Nevis requires biometric enrolment (existing citizens by investment by 31 July 2027). A regional 30-day rule has been proposed but is not in force.
Can my parents be included?
In the UAE, a Golden Visa investor can sponsor parents as well as a spouse and children regardless of age. Caribbean programmes can include parents and grandparents under conditions that differ by country, often with an age threshold and an additional contribution, so check the specific programme rules.
Will a Caribbean passport reduce my taxes?
Not by itself. Tax generally follows residence, not citizenship, and banks report under the OECD Common Reporting Standard to the country where you are tax resident. Genuine residence in a low-tax country such as the UAE, which does not levy income tax on individuals, is what changes a personal tax position.
Is ECCIRA already regulating Caribbean CBI programmes?
No. ECCIRA was established in December 2025 with an office in Grenada but is not yet operating; the Eastern Caribbean Central Bank expects it to begin later in 2026, with no start date announced. Its proposed rules, such as 30 days of presence in five years, are not in force.
Which Caribbean passport is best for visiting the United Kingdom?
St Kitts and Nevis, Antigua and Barbuda and Grenada citizens can visit the United Kingdom visa-free with an Electronic Travel Authorisation. Dominica citizens have needed a visa since 19 July 2023 and Saint Lucia citizens since 5 March 2026.
Does UAE property bought for a Golden Visa have to be held?
Yes, in practice. Your investor status depends on continuing to meet the AED 2,000,000 threshold, so selling the property, or reducing your holding below the threshold, removes the basis for the investor visa unless you qualify in another category.
