Retirement Visa for EU Citizens 2026: Which Routes Outside the EU Fit?

The short answer

Inside the EU, an EU citizen needs no retirement visa: free movement lets you settle in any member state with sufficient income and health insurance. To retire outside the EU you need that country's permit, and 10 golden retirement visas outside Europe, led by Panama's Pensionado at 90 out of 100, require no investment.

Key takeaways
  • No visa inside the EU. Free movement lets an EU citizen live in any EU country with sufficient income and comprehensive health insurance; retirement permits are for everyone else.
  • 10 Golden routes outside Europe. Panama's Pensionado leads the Mirabello Golden Retirement Index at 90 out of 100, ahead of Guatemala at 82.5, Bahrain at 80 and Thailand's LTR at 79.8, all residence permits with no investment required.
  • 14 partial routes. Mexico, the UAE, Chile and others outside Europe meet most of the standard with one gap, such as tax on a foreign pension in Mexico or the 180-day absence limit in the UAE.
  • Your pension abroad. EU coordination rules stop at the EU, EEA and Swiss border; beyond it, each paying country's law and any bilateral agreement decide.
  • Health cover. The European Health Insurance Card covers temporary stays in Europe and is not an alternative to travel insurance; Bahrain and Thailand's LTR require their own cover.
  • Tax. Tax follows tax residence, not the permit, and your home country may still tax your pension.

Do EU citizens need a retirement visa?

Inside the EU, no. As an EU citizen you can live in any EU country if you have sufficient income to live there without income support and comprehensive health insurance, and you may be asked to register after three months. Outside the EU, the European Economic Area and Switzerland, you need each country's own retirement or residence permit.

Free movement is, in effect, the EU's own retirement route. According to Your Europe's guide to pensioners' residence rights, read on 13 October 2026, a retired EU national who lives in another EU country for a continuous period of five years automatically acquires the right of permanent residence there. Iceland, Liechtenstein, Norway and Switzerland extend free movement to EU citizens through their own agreements with the EU. Most retirement permits that EU countries issue are designed for non-EU nationals, and you do not need them, so this guide covers destinations outside the EU and the European Economic Area only.

Which golden retirement visas outside Europe suit an EU citizen?

Ten golden retirement visas outside Europe are open to EU citizens: Panama's Pensionado, Guatemala, Bahrain, Thailand's LTR, Paraguay, the Philippines SRRV, Mauritius, Uruguay, Peru and Costa Rica. Each is a residence permit, not citizenship, granted on a pension, passive income or savings with no investment required, and each scores 70 or more in the Mirabello Golden Retirement Index.

We score 64 retirement routes out of 100 on eight pillars read from official texts, from tax on foreign income and physical presence to renewal and the path to permanent residence. Golden means at least 70 points, a source grade of A or B and no fail on tax, presence or renewal; a locked deposit above US$50,000 caps a route at partial. A retirement visa never gives a passport: citizenship is a separate application with its own residence and language rules.

Under the Mauritius Economic Development Board Act, the first US$2,000 must reach a Mauritian bank within 60 days of the permit, and permanent residence follows after five years if transfers reach US$200,000 over the first 5 years; EDB guidelines set a minimum age of 50. Bahrain's Golden Residency decision grants a ten-year licence, renewable. Thailand's LTR visa lasts ten years, an initial stay of up to five years extended for a further five, and the Board of Investment's wealthy-pensioner rules set its income test. The SRRV deposit sits in a bank accredited by the Philippine Retirement Authority.

The Dominican Republic's Rentista route is scored like its Pensionado, at 62. Mexico's peso amounts re-price every February, and its card is permanent from grant. Four destinations in Europe but outside the EU, Turkey, San Marino, Gibraltar and Monaco, also run partial routes, each set out on its own page.

Will your EU state pension be paid if you retire outside the EU?

Your EU state pension follows you outside the EU only where the country that pays it allows it. The EU's social security coordination rules apply in the 27 member states, Iceland, Liechtenstein, Norway and Switzerland; outside that area, payment abroad rests on each paying country's own law and on any bilateral social security agreement it has with your new country.

The European Commission's page on where the coordination rules apply, read on 13 October 2026, sets out that area, and its pensions FAQ adds that some agreements between the EU and non-EU countries provide only limited coordination. Three practical points follow. The EU rules in principle cover state pension schemes, not occupational or private ones, so ask each scheme how it pays members who live abroad. According to Your Europe's page on state pensions abroad, if you do not live in the EU you might need a bank account in each EU country that pays you a pension. And each country pays its part only once you reach its own legal retirement age.

How do you keep health cover when you retire outside the EU?

Outside the EU, health cover usually means private insurance or the local system. The European Health Insurance Card covers temporary stays in the 27 EU countries, Iceland, Liechtenstein, Norway, Switzerland and the UK, and the European Commission states that it is not an alternative to travel insurance, so it is no help once you live in Panama, Thailand or Mauritius.

Within the EU, a pensioner who moves is treated where they live at the cost of the country that pays the pension, according to the Commission's pensions FAQ. That arrangement is part of the coordination rules, so it stays within the area where they apply. Several routes set their own health condition. Bahrain requires health insurance valid in Bahrain for the whole licence; Thailand's LTR asks for insurance of at least US$50,000, Thai social security or a US$100,000 deposit held for 12 months; and Costa Rica renews temporary residence only with uninterrupted affiliation to its social security fund, the CCSS.

How is your pension taxed when you retire outside the EU?

Two countries can tax your pension when you retire outside the EU. Your destination taxes you once you are tax-resident there, usually after about half the year, and only on the income its law reaches; your home country may keep taxing the pension under its own law and its tax treaty with your new country, where one exists.

Among the Golden routes outside Europe, Panama, Guatemala and Paraguay tax only local-source income, Bahrain has no personal income tax, and Thailand exempts qualifying foreign income that an LTR holder brings in, a benefit suspended in any tax year in which the holder breaks the visa rules. Mauritius taxes foreign income only when it is brought in, so its compulsory transfer is taxable at the resident scale, which starts at 0% on the first MUR 500,000. Among the partial routes, the UAE and the Turks and Caicos Islands levy no personal income tax, while Mexico, Barbados, Fiji and Ecuador tax a foreign pension once you are tax-resident.

The permit alone does not make you tax-resident: Bahrain issues a tax residence certificate only after 183 days in the year, and Mauritius only after 183 days or 270 days over three years. Each EU country applies its own rules to the pensions it pays to people living abroad, so confirm your position with your home tax authority before you move. Our guide to countries that don't tax foreign pensions sets out each destination's rule. This is general information, not tax advice.

How long can you spend back in Europe without losing your permit?

Time back in Europe is unlimited on some routes and capped on others. Bahrain, Mauritius, Thailand's LTR and the Philippines SRRV set no absence limit, Panama and Costa Rica tolerate up to two years away and Guatemala one year without authorisation, while Peru ends residence after more than 183 consecutive days abroad and the UAE after more than 180.

Paraguay's permanent residence lapses only after more than three consecutive years away, and Uruguay's official page states no stay rule, which is not proof that none exists. Belize, a partial route, asks for 30 consecutive days in the country each year. Long stays matter for a second reason: spending most of the year in your home country can keep you tax-resident there, whatever permit you hold abroad. Our guide to retirement routes with no minimum stay compares the rules in detail.

How should an EU citizen choose a retirement visa outside the EU?

An EU citizen should test each route in order: does your pension or savings pass its income test, will each of your pensions be paid there, what health cover will you hold, and do its absence rules fit the time you will spend in Europe. Only then compare how the destination and your home country tax your income.

Check your age early: Thailand's LTR and Mauritius set 50, the Philippines SRRV 40, the UAE 55 or 15 years of work, Belize 40 and Fiji 45. If permanence matters most, Panama, Guatemala, the Philippines SRRV, Uruguay and Peru are permanent from grant; see our guide to retirement visas with permanent residency from day one. If you live on capital rather than a pension, read which retirement visas accept savings.

Frequently asked questions

Frequently asked questions

Do EU citizens need a visa to retire in another EU country?

No. As an EU citizen you can live in any EU country if you have sufficient income to live there without income support and comprehensive health insurance, and you may be asked to register after three months. After five continuous years you automatically acquire the right of permanent residence. Iceland, Liechtenstein, Norway and Switzerland extend free movement to EU citizens under their own agreements with the EU.

Which is the best retirement visa outside Europe for an EU citizen?

On the Mirabello Golden Retirement Index, Panama's Pensionado scores highest at 90 out of 100: it is permanent from grant, rests on a lifetime pension of B/. 1,000 a month and sits under Panama's territorial tax, which leaves foreign income outside its scope. Guatemala follows at 82.5 and Bahrain at 80. The best route for you depends on your pension, savings, age and the time you will spend in Europe.

Can I receive my EU state pension if I live outside the EU?

It depends on the country that pays it. The EU coordination rules apply only in the EU, Iceland, Liechtenstein, Norway and Switzerland; elsewhere, payment abroad rests on the law of each paying country and on any bilateral social security agreement with your new country. You might need a bank account in each EU country that pays you a pension, so ask every paying institution before you move.

Does the European Health Insurance Card cover me outside Europe?

No. The card covers temporary stays in the 27 EU countries, Iceland, Liechtenstein, Norway, Switzerland and the UK, and the European Commission says it is not an alternative to travel insurance. If you retire outside Europe, plan for private insurance or the local system. Some routes require cover: Bahrain asks for health insurance valid there for the whole licence, and Thailand's LTR for insurance of at least US$50,000 or an alternative.

Are retirement permits in EU countries open to EU citizens?

Most are designed for non-EU nationals, and as an EU citizen you do not need one: free movement already lets you live in any EU country with sufficient income and comprehensive health insurance. That is why this guide covers routes outside the EU and the European Economic Area, where you need a national permit like any other foreign retiree.

Will my home country still tax my pension if I retire outside the EU?

It may. Each EU country applies its own law to the pensions it pays to people living abroad, and a tax treaty with your new country, where one exists, decides which country may tax each pension. Your destination taxes you only once you are tax-resident there. This is general information, not tax advice: confirm your position with your home tax authority before you move.

Which retirement visa outside Europe needs the lowest income?

Uruguay sets no fixed minimum and assesses your means case by case, and Paraguay's 2026 resolution states no pension minimum. Among fixed tests, Panama, Peru and the Costa Rica Pensionado set 1,000 a month in balboas or US dollars, and Panama's falls to B/. 750 if you bought Panamanian property for more than B/. 100,000. The Philippines SRRV rests on a refundable deposit instead.

Is there a minimum age for these retirement visas?

Some routes set one. Thailand's LTR and Mauritius require 50, the Philippines SRRV accepts applicants from 40 with a lower deposit from 50, and the UAE asks for age 55 or 15 years of work; among partial routes, Belize sets 40 and Fiji 45.

Does a retirement visa lead to citizenship?

Not directly. A retirement visa is a residence permit, not citizenship, and none gives you a passport. Several routes outside Europe, including Panama's Pensionado, Guatemala and the Philippines SRRV, are permanent from grant. Citizenship, where a country offers it, is a separate application with its own residence, language and integration rules.
