Statistics
Minimum investment thresholds across the 98 citizenship- and residency-by-investment programmes Mirabello tracks. Headline figures below use established, operational programmes; newer "emerging" routes are reported separately because they are not yet comparable. Figures are the published minimum qualifying investment and exclude government, due-diligence and professional fees.
Last updated 2026-09-12Vanuatu has the lowest published entry point among established programmes at $130,000. Cheaper figures circulate, but they belong to emerging routes: Botswana Impact Investment Program at $75,000, São Tomé and Príncipe at $90,000, Nauru at $115,000. Those are newer and less established, and we do not treat them as the market floor. Government and due-diligence fees are additional in every case.
The median minimum investment across the 10 operational citizenship-by-investment programmes we track is $250,000.
The median minimum investment across the 64 residency-by-investment programmes we track is $250,000.
Published minimums run from $1,500 to $75,000,000, of the 87 operational investment-migration programmes Mirabello tracks. The spread reflects very different products, from low-cost residence permits to major-economy investor visas.
