Malta Citizenship by Merit added to the Mirabello dataset: a discretionary, merit-based naturalisation route under the Maltese Citizenship Act Art. 10(9) (Act XXI of 2025, in force 24 July 2025), administered by the Community Malta Agency. It is not a citizenship-by-investment scheme — no fixed contribution, property purchase or donation. It replaced the MEIN, which the EU Court of Justice ruled unlawful on 29 April 2025.
